The Human Rights Watch published a report on Wednesday entitled ‘Taliban Child Recruitment Surges’ in which it alleges that since mid-2015 the Taliban have added scores of child soldiers in their ranks in violation of the international prohibition on the use of child soldiers.

This report which is largely based on unfounded allegations states that research by HRW shows that the Taliban deploy children in military operations including production and planting of IEDs, further adding that the Taliban increasingly use madrasas (Islamic religious schools) to provide military training to children followed by their recruitment and deployment in combat.

In an apparent move to try and provide evidence for these allegations, the organization states that it interviewed relatives of 13 children recruited by the Taliban as soldiers in Kunduz province over the past year and verified these claims through interviews with civil society activists, political analysts and the United Nations.

The report further notes that this recruitment drive actually coincided with a major Taliban offensive in northern Afghanistan which began in April 2015, paving way for the Taliban to gain more influence over the education sector in Kunduz. Since then Madrasas were increasingly used to indoctrinate, train and recruit children inside these institutions.

The report alleges that indoctrination begins at age of 6, continuing for up to 7 years of religious education under Taliban teachers and by the time these children are 13 years of age, they have learned military skills including use of firearms as well as production and deployment of IEDs. After this, these children are handed over to Taliban groups by their Taliban teachers.

And the two of the most audacious claims in the report state that:

Taliban madrasas attract the poor because the Taliban cover their expenses and even provided their families with cash.

Children who had been recruited were full time madrasa students while those attending government schools were not prone to being convinced to fight.

Then to bury the final nail in the coffin, the report suggests that the government and military forces (US and NATO) ban madrasas and teaching of religious education by evoking ‘The Optional Protocol’ in the ‘Involvement of Children in Armed Conflict’ found in International Humanitarian Law.

This ‘The Optional Protocol’ clause stipulates that governments ‘take all feasible measures to prevent such recruitment and use, including the adoption of legal measures necessary to prohibit and criminalize such practices’.

The report finally ends with recalling interviews with families and relatives of 13 such cases where Taliban have recruited Child Soldiers in 2015 albeit with the caveat ‘The names of children and their relatives are changed for security reasons and the names of Taliban commanders who use these children in warfare are not provided because it was not possible to contact the Taliban on their views’.

A round of applause for HRW and their thorough research which is basically that we have conjured some allegations and will substantiate them with zero evidence. Allegations which hold no validity whatsoever in international law. First of all 13 cases is hardly the threshold for making such a broad allegation that Taliban use madrasas to indoctrinate children and use them for conflict related purposes. The HRW obviously had to conveniently withhold the names of these children for their security.

Madrasas are one of the oldest and most effective forms of education in human history. Through over a thousand years they have trained generations upon generations across the Muslim world. To attempt to wipe out this essential institute of Islamic culture would frankly require a bit more than 13 obscure cases by unknown and unverified children.

If the report can’t publish the real names of these children and their family members they could at least be so kind as to publish the names and locations of the madrasas where this widespread practice is taking place. To justify their claim for closing down the tens of thousands of madrasas across Afghanistan, they could at least provide enough evidence to prove that this practice of child recruitment is a deliberate policy taking place across all the areas under the Taliban control and not a one-off incident.

The enemies of our nation and religion know no moral compass. Here they try to accuse the Taliban of using child soldiers and call for the closure of madrasas based on 13 concocted and unsubstantiated claims. While there they bring a poor and innocent child in front of the television and by paying him convince him to say that he was somehow recruited by the Taliban to carry out a suicide attack.

The Taliban regularly publish videos of martyrdom seeking individuals. Why has not one child been seen in these publications? Now obviously in most cases bodily parts of these martyrdom seekers are also left intact. Why the government and these supposed human rights organizations can’t produce a single case where the bodily parts of the martyrdom seeker belonged to a child?

The Taliban have also published hundreds of videos of their operations. Why has not a single child soldier observed in these videos?

How obtuse of a supposedly reputable international human rights organization to allege things all the while turning a blind eye to provable known international war crimes carried out by the US, her allies and the Kabul regime.

There are dozens of pictures, videos and interviews by government officials that testify to the fact that local militias and even the Afghan army recruit child soldiers among their ranks. Why has the HRW turned a blind eye to these accusations despite having the resources and full access to investigate them?

This report is an affront to human intellect and the notion of human rights. We don’t know what has gotten into these rights organizations and the extent of their hatred after the fall of Kunduz because first, Amnesty International published a similar unsubstantial report alleging rape and extra-judicial killings by Taliban that was subsequently spurned and proved baseless by eye witness accounts and even the Kabul regime officials admitted to the fallaciousness of such reports. Now we have this fabrication which goes to great lengths to demonize the religious seminaries that work to educate and provide education opportunity for the poor Afghan masses.

Moreover this move by HRW is a clear indication that the war on Madrasas is not over especially after the women right organizations voiced their concerns recently, followed by an Al Jazeera documentary of Madrasas in Kunduz which towed the same line as HRW and this theme was again picked up by Ashraf Ghani and Abdullah Abdullah urging Taliban to stop using child soldiers recruited from Madrasas in their latest speeches, which essentially consisted of extending an olive branch or rather the branch of surrender and shame to the Taliban.

Islamic Emirate: Enemy abandon 2 posts in Musa Kala, APC seized

HELMAND, Feb. 17 – Officials reporting from Musa Kala district say that  2 strategic enemy check posts located in Gorjat area of Landi Nawa region came under coordinated attacks on Monday night.

The attack in which heavy and light weapons were used resulted in 7 hirelings killed and wounded.

The cowardly enemy fearing more attacks fled last night and abandoned their positions, leaving behind an APC and other equipment which was seized by the Mujahideen.

The fleeing enemy was targeted with an IED, destroying an APC as well as killing and wounding all gunmen inside, officials say adding that 2 more blasts also struck the dismounted enemy, killing and wounding 6 more.

A large area fell under the control of Mujahideen with the running away of the enemy.

Islamic Emirate: Report by Human Right Watch concerning recruitment of Child Soldiers in ranks of Islamic Emirate is baseless

Today Human Right Watch (HRW) organization published a report in which it alleged that the Mujahideen of Islamic Emirate recruit child soldiers which is clear propaganda against the Mujahideen due to lack of any evidence for their allegations.

We categorically reject this report. The recruitment of children in the ranks of Islamic Emirate is strictly prohibited. We have published statements in this regard previously and have practically prevented children from being used in fighting. Similarly the use and recruitment of children for work in the highly sensitive explosives department is also prohibited.

Article 69 of the Jihadi Layha (Code of Conduct booklet) of the Islamic Emirate clearly states:

“It is prohibited for minors (those without beards due to small age) to be allowed in military camps, be used in Jihadi work or to stay with the Mujahideen.”

The above explicit order prohibits the recruitment of children in the ranks of Islamic Emirate therefore showing anxiety and publishing reports in this regard are pointless. Such reports only erode the confidence of people on international organizations and generates doubts of there being powerful intelligence agencies operating behind them.

Islamic Emirate: Over 30 invaders and hirelings killed in tactical blast

KANDAHAR, Feb. 17 – Reports arriving from Maiwand district say that Mujahideen of Islamic Emirate detonated an explosively rigged compound of foreign invaders and their hirelings when they landed via helicopters for a raid in Barang Karez area last night.

The powerful blast killed over 30 invaders and their hirelings, forcing the enemy to call in helicopters to airlift the casualties.

Mujahideen later recovered  4 pair of NVGs, several helmets, armor vests and boots from the area.

Islamic Emirate: Enemy attacks repelled in Baghlan, 19 killed and wounded

BAGHLAN, Feb. 17 – Hireling troops once again tried to attack Mujahideen positions in Dand-e-Shahabuddin area of Pul-e-Khumri, the capital of Baghlan, from 3 axis last night.

Mujahideen engaged the enemy on all 3 fronts, triggering heavy clashes that lasted late night hours during which 3 APCs and a pickup truck were destroyed, 13 mostly special force troops were killed and 6 others wounded before the enemy was forced to flee the area.

All praise is due to Allah, only 2 Mujahideen were injured in the entire duration of fighting.

The enemy has been trying to take over Dand-e-Ghori and Dand-e-Shahabuddin areas of Baghlan by launching a large scale operation for the past 25 days however they have yet to make any headway while Mujahideen on the other hand have extended the fighting to other districts and taken cleared enemy from large areas.

The cowardly enemy is shelling and targeting civilian homes in the area with heavy weaponry after sustaining heavy losses.

Islamic Emirate: America’s Anxiety bodes an ill-omen for the Unity regime

It appears that America – like the Soviets before them – has lost all faith in her internal Afghan allies. America had made its timetabled withdrawal from Afghanistan contingent upon the Kabul security forces’ ability to check Taliban gains.

They invested billions of dollars in the security apparatus of the Kabul administration and personally took charge of training its forces. For years American reports on the security situation of Afghanistan reflected a conviction in ANSF’s abilities. However, recently the America military particularly the top-brass within the Pentagon has lost all faith in the ANSF. They openly doubt the regime’s ability to counter the insurgency and speculations are spreading regarding the imminent collapse of the Kabul regime.

Speaking at a Senate hearing last week the Australian Chief of the Defence Force, Air Chief Marshal Mark Binskin, said there had been unexpected developments in Afghanistan that had put local forces under increased pressure. This same person – speaking at an Afghan press conference – reiterated his concerns regarding the deteriorating situation of Afghanistan and doubted the ANSF’s ability to defeat the Taliban.

He added that Oruzgan province – which was managed by the Australians for eight years – was largely under insurgent influence and that the Taliban had the freedom to move about in those areas at will.

Similarly the U.S. National Intelligence Director James Clapper told a Senate committee last week that the Kabul ‘government’ faces persistent hurdles to political stability, including eroding political cohesion, assertions of authority by local powerbrokers, financial shortfalls and countrywide sustained attacks by the Taliban. He also warned that Afghanistan was at a ‘serious risk of a political breakdown during 2016’.

Both Clapper and John Campbell – the outgoing US commander in Afghanistan – expressed skepticism regarding Afghan reconciliation. Clapper also suggested that after initial infighting over leadership succession, the Taliban had again become a unified force under its new leader Mullah Akhtar Muhammad Mansour.

The U.S.’s ever changing policies and contradictory statements regarding Afghanistan betray their anxiety concerning the Kabul regime’s ability to hold its own. The U.S. military’s current attempts to prolong their presence in Afghanistan also reveal their lack of faith in the Unity regime.

The Kabul regime has consistently downplayed statements of U.S. officials regarding their failures because they are oblivious to the gravity of the situation they are facing and their looming collapse.

The Americans on the other hand fully grasp the gravity of the security situation in Afghanistan and perhaps also understand that success in Afghanistan is a forlorn hope. Yet they insist on further bloodshed simply because they do not want to have another Vietnam in their annals. What they fail to understand is that their defeat in Afghanistan is many more folds in comparison to Vietnam. In Vietnam they simply lost the South while in Afghanistan they lost their hyper-power status and were relegated to a regional powerbase.

Investigation demanded into another alleged “war crime” at Afghanistan clinic as patients and young boy are killed

In the latest attack on a health facility in Afghanistan, Afghan authorities appear to have totally disregarded the Geneva Convention which states,

“Civilian hospitals organized to give care to the wounded and sick, the infirm and maternity cases, may in no circumstances be the object of attack, but shall at all times be respected and protected by the Parties to the conflict.”

A clinic run by the Swedish Committee for Afghanistan (SCA) in Tangi Saidan, Wardak Province came under assault during a night raid which may have included US forces transporting their allies to the area. Patients from all sides of a conflict have the right to be protected whilst receiving medical care. Muhammad Salahuddin Momand, a spokesperson for the SCA told Al Jazeera,

“The Afghan security forces barged in the clinic, misbehaved with some of our staff members and dragged out two injured patients from the health clinic along with their caretaker,”

“The caretaker was a young boy, around 15 years old. All three of them were shot dead outside of our clinic. This is unacceptable. They have violated humanitarian laws. We will protest against this.”

Swedish Committee for Afghanistan (SCA) condemns raid on health clinic in Wardak

During the night between 17 and 18 of February a raid was conducted to a health clinic run by The Swedish Committee for Afghanistan (SCA) in Tangi Saidan, in Wardak Province. According to the information SCA has received two patients and one personal caretaker was killed in the incident. The information from Wardak indicates that the raid was conducted by the Afghan National Army.

“This attack constitutes a gross violation of humanitarian principles and the Geneva Convention that all actors of a conflict have to respect. Medical facilities and medical staff are to provide treatment to anyone in need and patients are to be granted safety according to humanitarian law.  SCA is a neutral party in the military conflict that prevails in Afghanistan. The patients who are being treated at our clinics have the right to be protected”, says Jorgen Holmstrom, Country Director of SCA.

“We will further investigate this violation and let those responsible be held accountable”, says Jorgen Holmstrom

Human Rights Watch have called on the Afghan government to investigate the killings promptly.  Patricia Grossman, their senior Afghanistan researcher stated, “President Ashraf Ghani needs to send a clear message to the Afghan army that killing hospital patients deserves severe punishment. That means prosecuting any officer who ordered the killings as well as the soldiers who pulled the trigger.” HRW highlighted the following,

“Under international humanitarian law, or the laws of war, hospitals and other medical facilities are protected from attack unless they are being used for acts harmful to the enemy. Such acts do not include treating wounded and sick combatants. Even if a medical facility is being used to carry out harmful acts, such as to store weapons or as a headquarters, a warning with a reasonable time limit must be given before the hospital can be attacked.”

This is not the first time a health facility has been attacked in Afghanistan. Back in October 2015, Doctors Without Borders/Médecins Sans Frontières (MSF) Kunduz trauma hospital came under aerial attack from US forces. Patients and health care staff were burnt alive as the hospital came under sustained assault despite frantic calls to stop the bombing. GPS coordinates had been submitted to relevant authorities and the hospital was marked as such. There are now calls for a transparent and independent investigation into what is alleged to be a “war crime”.

Islamic Emirate: 21 killed, wounded or detained as 3 APCs destroyed in attack on convoy

JOWZJAN, Feb. 16 – An enemy military convoy travelling towards Qushtepa district was engaged by Mujahideen of Islamic Emirate in Khanqa district’s Tash Kotal area at around 02:00 pm Monday afternoon.

The fighting lasted for a protracted period in which 3 APCs were completely destroyed, 6 hirelings killed, 12 injured and 3 detained as well as a Dshk heavy machine gun, 3 US M16 rifles and a sizable amount of other arms and ammunition seized.

The enemy fled after the engagement, abandoning plans of going to Qushtepa.

This came as 3 enemy offensives also also warded off in Dand-e-Ghori area Baghlan province’s capital Pul-e-Khumri in which an APC was destroyed with an IED, 4 gunmen killed, 6 Arbakis killed in a second attack whereas the US-led invaders also bombed their own hirelings, causing them deadly losses which are yet to be determined.

Statement of Islamic Emirate regarding the 27th anniversary of the Soviet defeat

27 years ago today on the 26th of Dalwa 1367 (15th February 1989) the Soviet invading forces in our country [Afghanistan] were completely defeated and a new chapter of valor and heroism was written in the proud history of the Afghans.

After a decade of tyranny and barbarism in Afghanistan, the defeat and withdrawal of the Soviet occupiers in spite of having the most advanced military equipment was a clear example of Falsehood succumbing in the face of Truth.

The enemies of our nation and religion have constantly tried to bring us misery, promote irreligiosity, occupy our country and break our determination but all praise is due to Allah, they have failed and taken their dreams with them to their graves.

Unfortunately after the Soviet Union the remaining arrogant international powers not only failed to take heed from the Soviet defeat in Afghanistan but began treading the latter’s footsteps and transgressed against the honor, pride, land, religion and culture of this poor miserable nation.

The humiliating defeat of the Soviet and withdrawal of over a hundred thousand soldiers proves that none can subdue this nation or become an impediment in front of their faith and lofty goals. Whoever seeks to subjugate them should await the same fate as that of the Soviets.

Today’s American invaders are also standing on the edge of overt defeat and have failed at achieving anything during the 14 year occupation. They have been forced to kneel in front of Faith and Afghan valor and it is not far that we shall add the date of American defeat to our calendar just as that of the Soviets.

The Islamic Emirate acknowledges the heroism of the its valiant Mujahid nation on the anniversary of the defeat of the Soviet Union’s Red Army and asks Allah Almighty to reward those who have sacrificed in this path.

At the same time it is determined that just as the Soviet Union, Allah willing, the Mujahideen of Islamic Emirate will also completely defeat the American invaders, emancipate our nation from their oppression and will continue waging Jihad as its religious obligation so long as a single American invader is present on our soil and is an impediment in front of an Islamic government.

Britain condemned by Palestinian human rights activist over BDS clampdown

Younes Arar, a Palestinian human rights defender, activist for Palestine and Free Palestine from Hebron, West Bank had strong criticism for Britain following a government announcement to crackdown on local councils that boycott Israeli goods. Arar is a supporter of Boycott, Divestment and Sanctions (BDS) an international movement where committed activists focus on consumer boycotts and campaigns against the companies and institutions that help Israel to commit its crimes against the Palestinian people. The aim is to isolate Israel and the initiative is modelled on an earlier successful campaign which worked to end apartheid in South Africa through economic sanctions.

According to the Financial Times, the Cabinet Office was due to release guidance (Wednesday), “saying that locally imposed boycotts, including those targeting Israel, breach World Trade Organization (WTO) rules on procurement.” Arar fired off on Facebook stating,

However as International Business Times pointed out, the government move has created a strong backlash with 18,000 petitioners sending emails to the British government urging it to reconsider. Sarah Apps, interim director of PSC, said: “It is shameful that our government is prepared to side with an oppressive state over the rights of an oppressed people in this way. We urge people to support our campaign to change Government policy and support the rights of their citizens to act against human rights violations.” See following link,

BDS Movement highlighted that the UK government appeared to have “diluted” its position on “Israel boycott ban” following public outrage. Palestinian BDS National Committee released an article quoting Riya Hassan, Europe Campaigns Officer with the Palestinian BDS National Committee, the coalition of Palestinian organisations that leads the Boycott, Divestment and Sanctions (BDS) movement. She said:

“Perhaps the public outrage over the governments attack on local democracy hit a nerve in Westminster because the documents published do not ‘ban boycotts’ in the way that the government announced it wanted to.”

“We’re seeking further legal advice but it appears that it remains perfectly legal for councils and universities to take ethical stances that reflect the views of their communities and exclude companies that violate human rights from tender exercises.”
