Islamic Emirate: The Dilemma of Understanding and Unravelling the Taliban

CkjosKvUoAET9IR-620x330

Mullah Mansour killed in US drone strike

Post via Islamic Emirate

After the martyrdom of the Taliban’s leader – the esteemed Mullah Akhtar Muhammad Mansour – American President Barack Obama stated that the ‘killing’ of Mullah Mansour opened the doors for peace and he implicitly threatened the Taliban with a similar fate should they continue in their refusal to join the peace process.

The American Secretary of State Kerry reiterated this sentiment by stating that the Taliban must learn from the ‘killing’ of their leader or they will face the same fate.

Similarly the heads of Kabul regime – Ashraf Ghani and Abdullah Abdullah – bluntly threatened that the Taliban should lay down their weapons and join the peace process or else meet a similar end.

The Taliban consider the ongoing struggle against the foreign occupation as a religious obligation (Jihad) and are willing to face all kinds of hardship to accomplish this. They consider any hardship in this struggle including being tortured, injured, imprisoned or dying as means towards gaining their Lord’s pleasure. Death in this struggle amounts to martyrdom in their eyes. Martyrdom is the same lofty status for which the Prophet Muhammad (PBUH) prayed and yearned. In numerous places of the Holy Quran Allah Almighty has described martyrdom as a holy blessing. So much so that Allah Almighty declared in one place to his creation that ‘Do not call those killed in the path of Allah as dead for they are not dead but living, yet you know not’. In another place He Almighty states ‘You should not think as dead who in the path of their Lord have scattered their heads, for they are living and provided for by their Lord’.

The death and imprisonment of the leaders of the Taliban Movement has a long history, yet history shows that such befallings have never weakened this Movement, but more often than not, has only strengthened their resolve.

The greatest failure of our enemies is that they have failed to understand the psychology of the Taliban. For example several times they Americans and Kabul officials have offered to give the Taliban a role in the government of Afghanistan. Yet they truth is that the Taliban are not fighting for the seat of power. If the aim of the Taliban was power then why would they have refused American conditions?

They could have simply accepted the American proposals and today there would have been no blacklists, no wanted posters, no terrorism charges, no Guantanamo, no Bagram and Kandahar prisons and no drone strikes. Yet the truth of the matter is that the Taliban’s struggle is not for material gains. Taliban consider their struggle as Jihad. They are willing to risk their life and limb in this cause and a means to gaining their Lord’s pleasure. And what’s more they congratulate each other for the difficulties faced in such a struggle.

Is it not absurd then that one party yearns for martyrdom, raises their hands five times a day for it, considers it as the greatest achievement possible, is proud of it, always ponders on it and nostalgically reflects that so and so was lucky because he gained martyrdom. Yet the other party then threatens it with the same yearning (martyrdom) and barks at him that if you do not give up your resolve then we will fulfill this yearning of yours.

If all the afflictions of the past decade and a half did not deter the Taliban then it is unlikely that they will be cowered by threats of more drone strikes. It is nigh time for the enemies of the Taliban to reflect on their means and relinquish from their futile strategy.

Statement by: Sheikh Ayman al Zawahiri

(May Allah protect him)

“On the Promise We Continue”

{Audio Statement by Sheikh Ayman al Zawahiri, the Amir of al Qa’ida, to the Leader of the Faithful, Mawlawi Haybatullah, the Amir of the Islamic Emirate of Afghanistan, may Allah protect both of them}

In the name of Allah, praise be to Allah and peace and blessings be upon the messenger of Allah and his family and his companions and those who followed him. To the Leader of the Faithful Mawlawi Haybatullah, may Allah protect him, and support him and guide him with the truth and give him victory of Allah’s deen and His book and Allah’s righteous worshippers. May peace and mercy and Allah’s blessing be upon you. I pray to Allah to support you and your brothers and soldiers and Ansar achieve what pleases Allah which is honour in this life and salvation in the hereafter. I pray to Allah to stay away from all harm and evil in this life and the hereafter. Thereafter:

We and the Muslim ummah and the mujahidin and the muhajirin and those who are on the front lines learned with lots of sadness about the death of our Amir, the Leader of the Faithful Mullah Akhtar Muhammad Mansur, may Allah’s mercy be upon him and may Allah join us with him in paradise, without any disgrace and not changing. We are happy he stayed steadfast on the haqq as a mujahid and a fighter at the frontlines and and leader and Amir of the mujahidin until he met his Rabb as a martyr in a crusader strike. This is what we consider him to be. Therefore, obtaining the highest level a mujahid seeks which is martyrdom for the sake of Allah. He obtained this honourable level after a life of jihad against the communist Russians and their allies and then again against the American crusaders and their allies and followers. He spent his life in promoting virtue and preventing vice with his Amir and our Amir Mullah Muhammad Omar, may Allah have mercy on both of them and their righteous friends. They waged jihad to cleanse Afghanistan from the oppression and corruption and aggression against Muslims. He left for Allah after a life of forming and carrying out the cornerstones of the Islamic Emirate in the face of all its evil and enemies who were corrupt and those who sold themselves to the West and the East. He spent his life protecting the mujahidin the people who were oppressed when he stood by his Amir with pride, our Amir Mullah Muhammad Omar, may Allah have mercy on both of them and their righteous friends. He refused to hand over any of the Muslims to the kuffar and they stayed steadfast like mountains in front of the violent crusade which tried to get them to bow down. But they claimed they will only bow down to Allah and even if they sacrificed their lives and family and wealth and their whole life. They displayed and example which is honoured in Islamic history and even more in the history of free men on this Earth. Mullah Akhtar Mansur, may Allah have mercy on him, refused to recognise the government in Kabul which was an agent and highlighted the fact that it was an agent created by the crusaders who occupied the lands of Islam. He led his brothers in the Islamic Emirate and looked after their matters and worked in their interest. Allah chose him as a martyr as we consider him to be, after his long life of jihad and hijrah and promoting what is good and forbidding what is evil and being steadfast in front of ibtal and betrayal. I pray to Allah he is among those who Allah spoke to when He said “Do not lose heart or fall into despair because you must get mastery if you are true in Imaan. If a wound touched you be sure a similar wound touched the other ones. Days like this we give to men in turns so that Allah may know those who believe, and that Allah may take Himself from your ranks martyrs. Allah does not love those who do wrong. Allah’s goal is to cleanse those who are true in Imaan and to keep blessing away from those who deny Imaan. Do you think you would enter paradise without Allah testing those who fight hard and stayed steadfast?” {al Imran 139-142} May Allah have mercy on our martyred Amir as we consider him, Mullah Akhtar Muhammad Mansur, who is a mujahid and a muhajir and a person who promotes virtue and prevents evil, who refuses oppression and corruption. Because we accept Allah the almighty’s judgement and because we submit to His will then we ask Allah to help us stick to the truth and Allah’s deen and the Sunnah of the prophet, may Allah’s peace and prayers be upon him, and to maintain on the path of jihad with Allah’s success and thanks. We will continue on the path of jihad and try to united the word of the mujahidin to follow the example of our martyred leaders, may Allah have mercy on all of them. Our Amir who was the lion of Islam, Sheikh Usamah bin Ladin, and our brothers Abu Musa’ab al Zarqawi, Abu Hamzah al Muhajir and Mustafa Abu al Yazidi and Abu Laith al Libi and Atiyatullah al Libi and Abu Yahya al Libi and all the other faithful shuyukh of the jihad. Which is what we consider them to be but we don’t judge anyone before Allah. So, being the Amir of al Qa’ida, I am here with you with our pledge of allegiance to renew the path of Sheikh Usamah, may Allah have mercy on him, in calling the Muslim ummah to support the Islamic Emirate and pledging allegiance to it.

We pledge allegiance to you on the Book of Allah and on the Sunnah of the Messenger of Allah, peace and blessings of Allah be upon him, and on the Sunnah of the rightly guided Caliphs, may Allah be pleased with them. We pledge to you that we will establish Shariah until it is in all Muslim lands, lands ruled and not yet ruled and leading and not leading, with no higher or conflicting authority or power. We pledge to you that we are innocent of every rule and regime and the laws that are made by man and the pledges and treaty that conflicts with Shariah law. Whether it is a regime in Muslims lands or regimes or organisations outside Muslim lands that conflict with Shariah law like the United Nations and so forth.

We pledge to you we will wage jihad to free every inch of Muslims’ lands which have been raped and stolen from, from Kashgar to Andalusia and Caucasus to as Somal and Central Africa. And from Kashmir to al Quds and the Filipines to Kabul and Bukhara and Samarqand. We pledge to you we will wage jihad against rulers who provide alternatives to Shariah law and who implement on the Muslim people the rules of the kuffar and who spread corruption and who make Muslims slaves to murtad regimes and collaborate with them. Also those who lower Shariah law and promote the philosophies of the kuffar and who surrendered the wealth of Muslims to the enemies. We pledge to you we will support the poor believers wherever they are and we will promote what is good and prevent what is evil to the best of our capabilities. We pledge we will protect the Islamic Emirate and its leadership as long as it leads by Allah’s Book and the Sunnah of Allah’s messenger, may Allah’s peace and blessings be upon him. We pledge to you we will establish a caliphate on the manhaj of the prophet which is based on the choice and what is satisfactory to Muslims. A caliphate which spreads justice and promotes consulting one another and obtains security and stops oppression and brings back the rights and raises the flag of jihad.

We pledge all of this to you and we shall hear and obey in bad and good times, and difficult times and easy times, to the best of our capability. We ask Allah to aid us in fulfilling our pledge and to help you with your burdens. Our master the Leader of the Faithful Mawlawi Haybatullah, may Allah protect and guide him. Allah Azz wa Jall honoured you and the two which came before you, the Leader of the Faithful Mullah Muhammad Omar and the Leader of the Faithful Mullah Akhtar Muhammad Mansur, may Allah have mercy on all of them. And the Islamic Emirate and the jihad against the Russian invaders and their communist allies. Allah provided you established the first legitimate emirate after the Ottoman caliphate fell. There has been no legitimate emirate in this world other than that. It waged jihad for the sake of promoting what is good and forbidding what is evil and to establish Shariah law. Mujahidin and the muhajirin knew of its legitimacy and it being sincere and therefore they pledged allegiance to it. The Imam Sheikh Usamah bin Ladin, may Allah have mercy on him, pledged allegiance to it and called for Muslims to do the same thing. He proclaimed his pledge was an overarching pledge and that all those who pledged allegiance to Usamah bin Ladin, may Allah have mercy on him, and al Qa’ida fell under it. Allah Azz wa Jall honoured you with standing in front of the campaign of the crusaders and honoured you with protecting your mujahidin brothers and sacrificing your wealth and power and lives and money for their protection. This is a grace given by Allah to whoever he wills.

Today your Muslims brothers and sons stand in front of a global fight which seeks to destroy Islam and Muslims from Kashgar to Tangier and the mountain peaks of Caucasus to Central Africa. In the middle of these disasters and wars being poured out onto them, they see the Islamic Emirate as a fortress of Islam and safe place for Muslims. Seek the aid of the most capable and majestic Allah, and they will keep you in high regard. In conclusion, I ask Allah the exalted to raise your ability and be obedient to Allah, and establish Allah’s law and support Allah’s followers and wage jihad against Allah’s enemies. We are your soldiers and Ansar and are one of your batallions. Allah almighty said “Whoever keeps his duty to Allah then Allah will grant a way out for him. And Allah will provide that person where he has no expectation. And whoever puts his trust in Allah, Allah will grant him strength.”

Your brother Ayman al Zawahiri

Statement of Islamic Emirate concerning expansion of US military role by Obama to kill Afghans

CkvDxpHXIAADQGf

Reports surfaced yesterday that the US president Barak Obama expanded the military role of the remaining invaders against the Afghans, authorizing further airstrikes, raids and killings.

We condemn this effort of prolonging this war and occupation and remind the Americans that the Afghan nation has bravely faced all your might over the past 15 years. We are waging sacred Jihad against your invasion as a single nation, forget about the idea of ever subduing, defeating and forcing us to lay down our arms. That the nearly five hundred thousand police, army, intelligence personnel and militiamen trained by you are unable to combat the Mujahideen, are taking losses daily, retreating and fleeing and now begging you to fight alongside them against the Afghan people is in itself proof that you are not facing a group rather you are fighting an entire nation. Massacres can be perpetrated against nations, they can be oppressed, their lands occupied and prisons and cemeteries filled however their will can never be broken, their spirit of freedom never beaten and their struggle never subdued. Instead of marching your forces to battlefields and having them killed by us, unwarrantedly increasing your expenditure and prolonging a war which you shall never win in a hundred years, it would be better advised that you understand and accept the realities. If you ever take the time to read history of a land called the ‘Graveyard of Empires’, you will come to understand much about your actions. In 2010 when you decided to increase troop levels in Afghanistan, we told you then that you will gain nothing except increased casualties and expenditure. Perhaps you would have learnt that your decision (increasing troop level and expenditure) was futile? Because you have currently lost everything you tried to gain.  Repeating failed experiments is the work of failed nations.

Or if you believe our nation and Mujahideen will be frightened by such decisions and propaganda, then you are sadly mistaken. Whoever has given you this advice are surely either your stooges who seek to protect themselves with you, or supposed experts who have no knowledge about Afghanistan and this region or people whose interests lie in prolonged wars. If you begin to see Afghanistan as an equal country and recognize the Islamic Emirate as military, political and peaceful force demanding its legitimate rights and also take into consideration demands of this valiant nation, you shall be saved from a lot of expenditure and losses and your conscience forced to accept realities instead of testing force. But of you persist on force then the Mujahid Afghan nation under the leadership of Islamic Emirate – just as it has kept its political doors open to the world – shall keep the its frontlines hot and impenetrable, Allah willing.

UK was involved in Libyan torture flights and politicians knew, say British prosecutors (Reprieve)

Libyan Tripoli military commander Abdelhakim Belhaj addresses a rally in Tripoli on September 9, 2011. AFP PHOTO/STR / AFP PHOTO / –

UK Government prosecutors investigating the kidnap and ‘rendition’ of two families to Libya by MI6 and the CIA have today announced their conclusions that a senior British intelligence official was involved in the operation and had – to a limited extent – sought political approval for it.

However, despite confirming the complicity of UK officials and politicians in the operation, which saw a pregnant woman and four children aged 12 and under kidnapped and rendered to Gaddafi’s Libya in 2004, the Crown Prosecution Service (CPS) has claimed there is “insufficient evidence” to bring charges.

The al Saadi and Belhaj families were kidnapped, forced onto planes and flown to Colonel Gaddafi’s Libya in a joint MI6-CIA operation in March 2004.  Sami al Saadi and Abdul-Hakim Belhaj were both prominent Gaddafi opponents who had been living with their families in exile, and suffered years of torture after their forcible return.

Mr Belhaj’s wife, Fatima Boudchar, has told of how, despite being pregnant at the time of the rendition, she was chained to a wall in a secret CIA prison – or ‘black site’ – in Bangok, before being bodily taped to a stretcher for the entire 17-hour flight to Libya. One of Mr al Saadi’s children, Khadija, who was 12 years old at the time, has described how she was so terrified during the kidnap that she passed out.

Evidence of the UK’s central role in the operation emerged after the fall of Col. Gaddafi in 2011, when documents discovered by Human Rights Watch in the office of his spy chief, Moussa Koussa, were found to include correspondence from MI6 in which senior officer Sir Mark Allen took credit for the intelligence behind the operation. In a fax to Mr Koussa, Sir Mark wrote “I congratulate you on the safe arrival of…the air cargo [Mr Belhaj and Ms Boudchar].”

In a letter sent today to the families’ lawyers at international human rights organization Reprieve, Sue Hemming, Head of the Special Crime and Counter Terrorism Division at the CPS, writes that:

“Following careful review, I have concluded that the suspect [believed to be Mark Allen] had:-
(a) been in communication with individuals from the foreign countries responsible for the detention and transfer of the Belhadj and Al Saadi families;
(b) disclosed aspects of what was occurring to others within this country; and
(c) sought political authority for some of his actions albeit not within a formal written process nor in detail which covered all his communications and conduct.”

The UK Government has never denied its role in the operation, but has also refused to either acknowledge it or apologize to the families who were kidnapped. Both Tony Blair, and then-Foreign Secretary Jack Straw, who was responsible for MI6 at the time, have denied knowledge of the operation.  Mr Straw told MPs in 2005 that claims of UK involvement in CIA renditions – which saw detainees flown to countries where they would face torture – were ‘conspiracy theories.’  However, it has emerged in the past few days that the head of MI5 at the time, Eliza Manningham-Buller, wrote to Mr Blair to protest MI6’s involvement in CIA rendition and torture.

Cori Crider, a lawyer for the two families at international human rights organization Reprieve, said: “With today’s official acknowledgement that British officials were involved in this rendition, the fig leaf of official secrecy in this case is in tatters. There is one crucial question: who knew who was on those planes, and for those who knew, what possible reason can there be for them to evade justice? Top British officials helped abduct a pregnant woman and four children, and so far, we have no apology, no explanation, and now no one held responsible. Sir Mark Allen took credit, in writing, for the operation. Jack Straw, we are told, signed it off. The head of MI5 was so incensed about all this she wrote to Tony Blair at the time. Strangely, the CPS’s attitude to all this is ‘see no evil, hear no evil, and speak no evil’. It is hard to escape the conclusion that this decision has a great deal to do with political power and very little to do with the rule of law. While these families have been denied justice at every turn, we are determined to keep fighting for it.”

UK minister ‘passes buck’ over Saudi police training during Westminster debate (Reprieve statement)

afp-ba5a772fa4c37778de9c8d571e3cb78835120b53
Saudi policemen stand guard in Riyadh on March 11, 2011

Fayez Nureldine (AFP)

The government today refused to answer questions from MPs about its controversial police training programme with Saudi Arabia.

The subject was debated at Westminster following revelations yesterday from the BBC and international human rights organization Reprieve that Britain’s College of Policing is teaching the Saudi Arabian interior ministry high-tech forensic skills – which could be used to identify individuals who later go on to be tortured and sentenced to death.

FCO minister David Liddington MP said today that the police training programme was “clearly a matter that the Home Office leads on”.

However, the project is coordinated through the British Embassy in Riyadh and, according to documents obtained by Reprieve under Freedom of Information, is designed to support UK foreign policy in the Gulf.

Mr Liddington added that: “The government’s judgment remains that a strong relationship with Saudi Arabia helps us to keep this country both prosperous and safe and that it is through working with Saudi Arabia that we can encourage the changes we wish to see in that country.”

British police are currently teaching their Saudi counterparts hi-tech skills such as decryption and mobile phone analysis, even though these techniques could lead to opposition activists being arrested and executed.

Ali al-Nimr was just 17 years old when he was sentenced to death for attending non-violent protests in 2012 and allegedly using his Blackberry phone to invite friends to join the demonstrations. At trial the prosecution requested execution by “crucifixion”.

The UK government has so far refused to call for the death sentences handed to Ali and two other juveniles, Dawoud al Marhoon and Abdullah al Zaher, to be commuted, instead relying on indications that Saudi Arabia not carry out the sentences. Mr Lidington said today that: “Our expectation is that Ali al-Nimr and two others [Dawoud and Abdullah] will not be executed.”

Commenting, Maya Foa, director of Reprieve’s death penalty team, said: “By training Saudi officers in this way, the UK government risks becoming complicit in the arrest, torture and execution of juveniles like Ali, Dawoud and Abdullah – all of whom were arrested as children for alleged involvement in protests. The Foreign Office cannot simply pass the buck to the Home Office – both departments have serious questions to answer on who signed off on this project, and how it was allowed to go ahead. The government must stop this high-risk CSI training, and call for the death sentences of Ali, Dawood and Abdullah to be commuted. Vague assurances that the executions will not go ahead are not enough.”
