Remarks by spokesman of Islamic Emirate concerning deployment of 300 American troops to Helmand

Yesterday American military commanders announced that 300 extra US troops will be deployed to Helmand in the upcoming spring to help their local puppet forces.

This announcement comes after 100 American SOF troops were also deployed last summer to defend Lashkar Gah but were promptly pulled back to Camp Bastion after they suffered heavy losses.

At the same time the American military brass has kept hundreds of troops active in a key military base named Camp Dwyer in Garmsir district of Helmand province away from the sight of their citizens.

This on top of hundreds of more foreign invaders residing at Camp Bastion in Helmand’s Shorab.

Announcing the deployment of more forces to Helmand on top of presence of the above American troops is solely to lend morale to the defeated troops of the stooge Kabul administration in hopes they hold out until spring.

However just as the valiant Mujahideen of Islamic Emirate kept up their advances during the present of hundreds of thousands of American and other invading troops, the arrival of a few hundred troops will not prevent their march.

But in case the American troops stray out of their heavily protected holes and bases, they will be the ones taking losses in the fighting and being killed instead of their puppets.

Such actions are the final failed efforts of Obama which shall neither give any results like the previous forays nor be able to compensate for their defeat either inside America or globally, Allah willing.

Commenting on President-elect Donald Trump’s tweet, which stated that “There should be no further releases from Guantanamo,” and that those held there “should not be allowed back onto the battlefield”, Katie Taylor – a Deputy Director at international human rights organization Reprieve – said:

“Mr Trump’s comments show that he has much to learn about Guantanamo. The vast majority of those held there were not captured ‘on the battlefield’, so it is hard to see how they could return there. The reality is that most of those who have been detained without charge or trial at Guantanamo were sold for bounties on the basis of their nationality, in the wrong place at the wrong time, or in some cases even children or journalists.

“Guantanamo is an assault on the principles that made America great – liberty, justice and the basic rights protected by the Constitution. If the President-elect cares about these principles, he should shut it down.”

Islamic Emirate: Civilian Casualties Report 2016

From the day the terror spreading imperialist country, America, and her reluctant allies launched the unjustified and futile invasion of our beloved homeland Afghanistan, from that date our oppressed but valiant countrymen have been facing terrible sufferings. The reign of terror by America and her allies has been ongoing on a daily basis, pushing the world into a state of carnage not yet witnessed in history.

The Islamic Emirate has founded an independent organ under the name of Department for Prevention of Civilian Casualties and Complaints tasked with collecting documented incidents of civilian casualties caused during the American barbarism, searching for ways of its prevention and presenting the world with reports of American savagery against the defenseless Afghans founded on solid evidence.

Just as the mentioned department has published quarterly civilian casualty reports, it similarly presents its annual report on civilian casualties for the year 2016 in accordance with the guidince of the leader of Islamic Emirate.

Islamic Emirate of Afghanistan’s Department for Prevention of Civilian Casualties and Complaints has documented a total of 692 incidents of civilian casualties during the year 2016 resulting in death and injury to 5232 civilians.

Out of the total 692 incidents, 485 or 71.10% of incidents are attributed to the Americans and the stooge administration, 121 or 17.48% of incidents to Daesh, unidentified gunmen and infighting among locals due to disputes while 86 or 12.42% of incidents are attributed to the Mujahideen.

A total of 2004 civilian countrymen (1540 male, 206 female and 258 children) have died during the year 2016 among which 1504 (76.84%) have been martyred at the hands of America and the stooge administration, 380 (18.96%) at the hands of Daesh and unidentified gunmen and 120 (5.98%) inadvertently in the attacks of Mujahideen.

A total of 3228 civilian countrymen (2481 male, 145 female and 302 children) have also been injured in the year 2016 among which 2332 (72.24%) have been injured at the hands of America and the stooge administration, 747 (23.14%) at the hands of Daesh and unidentified gunmen and 149 (4.61%) inadvertently in the attacks of Mujahideen.

It must be reminded that in the incidents where the Mujahideen of Islamic Emirate have been indicted, the Department for Prevention of Civilian Casualties and Complaints has carried out a comprehensive investigation, forwarded the cases of perpetrators to the Military Courts for a verdict and punished those found guilty in accordance with the decree and in light of Shariah. It has similarly met with the family of victims for the purposes of peace and reconciliation.

We must not fail to mention that Commission for Hearing Complaints was recently integrated into the Department for Prevention of Civilian Casualties. The Commission for Hearing Complaints was tasked, in accordance with the issued guidelines, to hear the claims of anyone against the Mujahideen (be they low rank or high rank) without any hindrance and to resolve the problem as quickly as possible in the light of Shariah. To this date this commission has heard a number of complaints of locals throughout the country and taken all necessary steps for a resolution.

The guidelines of this commission state that even if a high-ranking member Islamic Emirate is found guilty following the registration of a complaint against him , he will be dealt with as an ordinary individual. And the Commission has dealt with several such cases so far.

As far as civilian casualty figures are concerned – of the total 692 incidents – most have been carried out by foreign forces and their internal mercenaries or those associated with Daesh, and we have documented proof for all these incidents. We would like to share several shocking and deliberate acts by the American and forces associated with them as examples which have also been accepted by them.

American forces kill 13 civilians in Paktika

On this date the supposed National Army and National Police forces accompanied by American troops carried out a raid on Minari village of Khushamand district in Paktika province, carrying out a search operation of most homes during which valuables and cash was stolen and the locals beaten.

The governor of this district as appointed by the stooge Kabul administration – Gula Khan Afghan – said the local elders told him that following the beating and torture of civilians, the American forces carried out a drone strike on the home of Doctor Wreshmeen which resulted in the death of 13 civilians including Dr. Wreshmen and his four children. The stooge regime’s police chief for Paktika Commander Khalil-ullah Ziayyi also confirmed that 13 civilians were killed in the raid and airstrike.

The locals say that there is no complaining from the Americans (as this is their routine) however the supposed national police and army troops also took part in the beatings and stole their valuables.

 

ANA helicopters bomb civilian compounds in Kunduz resulting in injuries to 16

Journalists of independent news outlets report from Kunduz that heavy clashes took place between Mujahideen and commando forces in Dahna Qushlaq area. The commando forces wanted to break the siege of Imam Sahib district and push Taliban from Dahna Qushlaq area however they failed and lost 6 troops (3 dead and 3 injured) whereas the Taliban confirmed the martyrdom of 1 Mujahid.

After the commando forces withdrew from Dahna Qushlaq, the area was bombed by helicopters of the Defense Ministry resulting in the destruction of several homes and injuries to 16 civilians.

 

American forces kill 6, injure 4 in Nangarhar

6 civilians were killed (Muhammad Zameen and Niyazameen sons of Nazar Mir; Suhbat Khan and Mamond sons of Shali; Fawad s/o Sohbat Khan and Muhammad Ayyub s/o Sultan Mir) and 4 injured in a missile strike of American forces in Bandar area of Achin district, Nangarhar.

Nangarhar Provincial Council member and tribal elder Muhammad Ali Bandar says that American forces in Nangarhar have recently begun cruise missile strikes of militants which mostly result in death of civilians.

Nangarhar officials corroborate reports that American forces have begun using cruise missiles against opposition forces.

 

Foreign forces kill 4 brothers during Nangarhar raid

Foreign forces accompanied by Afghan troops carried out a night raid on a home in Sangar Srai area of Kama district in Nangarhar province, killing 4 brothers in the process and kidnapping several villagers.

 

Massacre in Kunduz

03/02/1438 Hijri Lunar

Official of the Department for Prevention of Civilian Casualties reports from Kunduz that 36 were martyred by foreign forces airstrike in Buz Kandahari area of the provincial capital. The dead include 6 white bearded elders, 5 elderly women and 21 other women, children and young men. The airstrike also wounded over 50 including women and children and destroyed 50 homes.

 

Incident in Faryab

04/06/1438 Hijri Lunar

Official of the Department for Prevention fo Civilian Casualties reports from Faryan that Kabul administration army forces shelled a wedding party with mortars from their base in Qala Kosa area of Jumma Bazaar (Khwaja Sabz Posh) district, leaving 12 civilians including 5 women and children martyred and 13 others wounded.

It must be mentioned that Mujahideen had no presence in the area and the stated outpost was informed beforehand about the planned wedding party taking place.

 

Massacre in Uruzgan

30/10/2016

35 civilians including elders and children were martyred and many others wounded at 09:00 am in the morning when foreign forces carried out an airstrike on an outpost that surrendered to Mujahideen in Darweishan area of Uruzgan capital Tarinkot.

This crime happened when civilians had gathered inside the outpost to salvage metal and other useful parts after all the base troops had surrendered with all their equipment to the Mujahideen.

 

War Crime in Faryab

18/01/1438 Hijri Lunar

Official of the Department for Prevention of Civilian Casualties reports from Faryab that Gelum Jum militias of Kabul administration’s second vice president Abdul Rashid Dostum set fire to around 80 homes in Kunjak area of Chilgazi district.

The incident happened after the homes were looted, forcing the residents to take refuge close to a mountain where they are living in makeshift homes and suffering harsh living conditions including the battling the cold weather.

Courts of the Islamic Emirate, key factor for Peace and Solace among the People

In a time that the Islamic Emirate of Afghanistan has been continuing its Jihadic efforts against the current occupation and obtaining significant gains, it has concurrently  established Shariah-based courts for resolution of civil and criminal cases of the people. Especially in areas under the control the Islamic Emirate, all three courts i.e the primary court or the court of first instance, court of appeal and court of Cassation are functioning. People have expressed their contentment and satisfaction regarding this step of the Islamic Emirate because they practically see their issues being resolved swiftly and transparently.

Currently people take their cases to the courts of the Islamic Emirate instead of the Kabul Administration. Even from cities and areas under the control of the Kabul Administration, people take their cases to the courts of the Islamic Emirate. There are examples of personnel of the Kabul administration hailing from the capital city Kabul taking their cases to the courts of the Islamic Emirate and having them resolved there. They know that in the courts of the Kabul administration, everyone without money and favoritism based on partisanship and nepotism is not heard nor could they expect justice. The reason is that the aim of the government officials is to fill their pockets. But the officials of the Islamic Emirate do their job with the intention of jihad. Their goal is to obtain the pleasure and blessings of the Almighty Allah. As this point is mentioned in the following sayings of the Holy Prophet (PBUH):

“The most beloved people to Allah are those who are most beneficial to the people. The most beloved deed to Allah is to make a Muslim happy or to remove one of his troubles, or to forgive his debt, or to feed his hunger. That I walk with a brother regarding a need is more beloved to me than that I seclude myself in this mosque in Medina for a month”. (Quoted by al-Tabarani)

The officials of the Islamic Emirate are living among their people and are easily accessible. It is clear that if these courts did not exist, many internal problems among the people would have led to bloodshed and enmity. Furthermore it would have created an atmosphere of fear, oppression and intimidation among the people. We have many examples of such horrendous incidents during the past few decades. Even now we see robberies taking place in broad day light in big cities of Afghanistan, kidnapping children and even cutting their body parts or killing them if the victim’s family refuses or is unable to pay ransom.

Recently reports were published in the media that such crimes are carried out in police uniform that has given rise to ubiquitous fear and concern among the countrymen. There are evidences that these groups are being covertly supported by government officials and is the reason that the crimes rate is on the increase instead of decline.

It is a reality that the believing people of Afghanistan are suffering from many problems. The Islamic Emirate could not resolve all of them in the present war situation. But we can say that despite the current fighting, the Islamic Emirate is a factor of peace and stability among the people in the country and has created an atmosphere of relative relief and calm for the people. The Islamic Emirate will continue its service with the cooperation and support of the people if Allah, the Almighty wills.

With a hope for independence and a genuine Islamic system in the country.

Pakistan: TTP JA warn authorities over alleged abuse of prisoners and death of Gul Amin

Ehsanullah Ehsan, spokesperson for Pakistan Tehreek-e-Taliban Jamaat ul Ahrar (TTP JA) took to social media once again to highlight the alleged abuse and “torturous experiences” of prisoners at Ghalnai prison, Mohmand Agency, Pakistan. See following statement….

The fire still burns!!

“Gull Amin (Rahima hu Allaah), a seventy year old man Martyred, a man who wasn’t associated with Taliban in any way, his only mistake was, that he was a resident of an area under the supervision of Taliban named Sheikhan Baezai (Mohmand Agency), he was running his own business in karachi, when one night, he and his three sons were arrested by Rangers and they were kept at one of the most infamous prisons in Mohmand Agency known as Ghalnai Jail.

Not many are aware of the torturous experiences of inmates from Ghalnai Prison. There are no medical facilities or medical staff for the care of prisoners, which is a basic human right. The inmates feed once in 24 hours on a single meatloaf, an year earlier the inmates were given 2 meatloafs per person which was not sufficient for their dietary needs, so they held a strike for increment in food, the commandant took notice, insured the prisoners to bring change and ended the strike only to reduce the amount of food provided to prisoners even more and to this day they are given a single meatloaf per person.

On the day of 18th December, like many before him, Gull Amin (Rahima hu Allaah)passed away suffering from rigorous illnesses and hunger.

His sons are still held in captivity and are waiting for the hunger to take over and end their misery.

Hasbuna Allah Wanemal Wakeel.This is not something new for the pakistani army, government and intelligence agencies and neither are we impressed by such things Inshaallaah, but the message we have for our enemies is, that revolutions are only the result of atrocities, right now the innocent masses are weak, right now the innocent people of Balochistan and FATA are not aware of the realities behind the incident of Bangladesh and only think that it was an event that happened, right now there is no one to here these prisoners accept Allah, right now the So called Human activists do not consider these innocents as Humans, right now the youngsters of Balochistan and tribal areas are under the influence of media, right now we are not united, right now we do not consider these acts against us as atrocities, right now the youngsters of this Muslim Ummah are sleeping, right now we are not conscious of the sacrifices of these innocents are dying of hunger in the prison cells, who are martyred with drill machines, who are fed broken glass as food and made to be sick, who are being kept with their hands tied at their backs for six months. This is a call to the Tormentor army and the Intruder intelligence agencies!!!

Right now the innocent captive’s Allah is watching you. Right now your barbarism is poking holes into the hearts of the Innocent Momineen. Right now the fire is burning, There will come a day when this fire will create a blast and a Revolution will come, and then, Each and everyone will have to pay for their actions… INSHAALLAH!!!”

All prisoners must be given their human rights, adequate food, appropriate medical care, access to a lawyer, family contact and maintained free from torture. It is a disgrace that some governments fail to respect this despite their posturing on the world stage, claiming they are doing so in order to bring in more financial investment from abroad. Human rights are not selective and should be applied to all equally. When governments fail to uphold human rights, they only create more violence, retaliation and create problems for the public!

The Nation (Pakistan) recently reported the following action on an alleged case of torture in the community which was the correct response,

“Islamabad // Pakistan’s chief justice on Friday ordered a full investigation into the alleged torture of a 10-year-old girl by an influential judge and his wife for whom she worked as a maid.

The case has shocked many in Pakistan after social media images showing injuries to the girl’s face and hands went viral.

The child initially told police she had fallen down stairs and burnt her hands by accident, Pakistani media reported. But she later said that she was beaten and that her hands were burned on a stove by the judge’s wife.”

An independent investigation should also be carried out where cases of alleged torture, suspicious deaths are highlighted in Pakistan’s prisons and detention centres. A culture of torture within public institutions leads to the public believing they can behave in the same way, neither is acceptable.

Remarks by spokesman of Islamic Emirate concerning forged letters, propaganda and failed efforts of the enemy

The intelligence networks of the Kabul administration have recently circulated forged letters in multiple provinces and regions of the country with the aim of spurring confusion among the general masses.

A few days earlier a letter full of fallacy was disseminated under the name of Sheikhul Hadith Mawlawi Abdul Hakim Sahib, the Chief of Islamic Emirate’s Judiciary and member of the Leadership Council. Then another letter surfaced in some parts of Paktia, Khost, Paktika and Logar provinces which was also the work of enemy intelligence circles containing propaganda against the leadership of the Islamic Emirate. Moreover the intelligence apparatus of the Kabul administration has printed out threats, night letters, warning and various other letters in multiple provinces and tasked their agents with circulating these letters and propaganda among the masses in the guise of Mujahideen.

Similarly several university lecturers and other influential individuals were threatened the other day via telephone in Kabul with the caller identifying himself as member of the Islamic Emirate.

The Islamic Emirate rejects all such spurious attempts. We neither warn nor threaten anyone in secrecy. If the need for such a step arises, we perform it through our spokesmen, official website and other official publication channels. Aside from these methods, all circulation of threatening night letters, dissemination of written messages and sowing confusion among the masses is the work of Kabul administration intelligence. They want to recompense their failure on the battlefield with such pathetic and spineless actions.

We ask the entire nation, influential personalities and threatened individuals to not pay any heed to these falsehoods. And we specifically call upon media outlets to not become instruments for intelligence objectives and strongly desist from publishing propaganda taken from the mouth of enemy.

Islamic Emirate: Kandahar-Helmand highway re-opened for civilians for 20 days

For the past week the main highway stretching from Helmand capital Lashkargah towards Kandahar was completely closed-off by Mujahideen to tighten the city’s siege and totally choke enemy resupply.

Even though a secondary rout was opened for civilian use but due to repeated requests by locals that large vehicles were unable to utilize the road and their basic needs could not be delivered, the main highway to Lashkargah has been reopened for civilian use this morning for a period of 15-20 days. Following this expiry date, the highway will once again be cut and all traffic completely banned from its use, Allah willing.

On these basis, all ordinary citizens of Lashkargah and visitors from other areas are requested to satisfy all their needs within this 20-day time frame because once this highway is closed – due to the possibility of major combat taking place – it will not be re-opened for any reason to anyone.

Islamic Emirate: Analysis…. Politics as the Art of Compromise

The Prussian Chancellor – Prince Otto Von Bismarck – once famously stated that politics is the art of compromise. This political maxim was not unknown to statesmen throughout history. Indeed all great statesmen have known that if total military victory is impossible then one must be willing to compromise to reach a political settlement. If great military commanders such as Napoleon Bonaparte did ultimately face complete ruin, it was precisely because they failed to see that in our vast and co-dependent world, no one nation or military can possibly defeat all the other societies of the human family.

The great human civilizations of the past – such as the Mediterranean Basin, the Middle East, continental Europe, and the Far East – all knew and observed this cardinal rule. The only exception in modern history of a nation flaunting this maxim has been that of the United States.

Ever since briefly entering the international fray after the Great War and then re-entering it proper in the Second World War, America has completely failed to understand this aspect of the art of politics. Granted that America finished that War in a state of paramount supremacy, yet it still thought through the prism of European imperialism. It failed to foresee the resurgence of nationalism throughout the colonized world and the subsequent struggles for independence.

Drunk with its military success in Western Europe and the Pacific, America sought to rule the world as a Global Policeman. This theory which forwards the notion that America should act as a counterbalance to all remaining international powers and right the wrongs of states and people across the globe has formed a backbone of U.S.’s international outlook.

America has blindly followed this doctrine without assessing its feasibility with changing ground realities. Yes this theory worked against the Soviet Union, because back then America was the prime military and economic powerhouse of the world. Yet much has changed since the days of the Cold War. The global economy has pivoted eastwards from Northern America and Western Europe towards Eastern Asia. The art of war has evolved from the total war of early twentieth century to asymmetric guerrilla tactics. For capitalist nations, privatization has reached such a decaying stage that war now costs far more than the perceived benefits. The internet has revolutionized the way information travels, nullifying the limitations of the Industrial Revolution and beckoning the Age of Information.

In such realities, America simply no longer enjoys the status of a sole superpower. Yet she continues to act with callous disregard for the realities of a new millennium. America’s tactics of a global policeman now more resemble the cowardly acts of a global assassin. America has unwittingly embraced a global crusade against any and all societies that rebels against her ideals. Yet lacking the economic and military might to thoroughly defeat all her self-proclaimed enemies, she has instead resorted to small war actions – such as assassinating leaders of the enemy, supporting the prevailing tides of the time, encouraging despotic powers to crush their mutual enemies, and condoning and rewarding brutal and inhumane treatment of insubordinate masses and individuals. All this, while appealing in the short-term, will have dangerous long term consequences for the global pariah.

One only has to look at the consequences of America’s War on Terror. For the past fifteen years America’s actions have swelled the ranks of their Jihadists, brutalized their tactics, justified their resistance, and spread their power and ideology so much that even America now dreads the thought of how this will end. To use a simile, she attacked a flame that has – with her help – blossomed into a wildfire.

America’ foolhardy tactics has facilitated, long defeated enemies to rise once again and challenge her preeminence. She now helplessly looks on as regional powers flex their muscles, dictating the rules and policies in their respective spheres. America’s contradictory and shortsighted interventions and policies all across the globe have created a geopolitical nightmare. She is steaming along with her War on Terror while juggling numerous other imperatives and navigating several crises. It doesn’t take much prudence to foresee an explosive and catastrophic recipe in the making.

It seems like America has lost sight of basic political realities and ought to be re-schooled in the basics of politics. The War on Terror (or if we were to call a spade a spade then the War on Islam) has quite frankly outlived its utility for America. Ever since entering the arena of the world players, America has felt comfortable seeing the world as black and white – a struggle of good versus evil. While this outlook blended snugly with the realities of the Cold War – where Communists and Capitalists battled for world dominance – after the collapse of the Soviet Union the American nation felt confused and bereft of purpose.

In order to re-find its sense of purpose America needed a new global enemy. An enemy that could justify America’s military footprint and defense spending. It conveniently found this ‘enemy’ in the Islamic revivalism. A cluster of infantile political movements – long oppressed and weakened by their respective repressive regimes and ripe for easy picking. This would have been a simple case of ‘nipping it in the bud’ – to use Kissinger’s favorite quote.

While we will not seek to present the benefits of choosing this enemy and its potential advantages suffice is to say that America was more than happy after the 2001 attacks to launch a full scale war against Islam. This carte blanche war on Islam has cost her dearly. It is time for the United States to rethink her priorities, measure her capabilities, and reformulate her foreign policy to reconstitute as a means to an end.

Islamic Emirate: Report by Al Arabiya about Iranian forces fighting with Taliban is false

On Thursday 29th Rabi al Awwal, Al Arabiya website published a report citing officials of the Kabul administration and claiming that Iranian military forces are fighting alongside the Mujahideen of Islamic Emirate in western Afghanistan.

We categorically reject these claims. Such propaganda is frequently publicized by the Kabul administration to hide their own failures and defeat and attach the Islamic Emirate to other countries.

We have sufficient Mujahideen to advance the ongoing Jihad in Afghanistan and do not need the military assistance of anyone. Our forces with the backing of its nation in the east and west of the country are enough to combat any danger.

Independent international news outlets should not damage their reputations with the publication of such one-sided reports. They should not become victims of anti-Islamic Emirate propaganda spread by the Kabul administration intelligence in Afghanistan thus harming their own status.

Islamic Emirate’s Political Status has the enemy concerned

The enemy has tried tirelessly to introduce the Islamic Emirate as a supposed terrorist entity, frighten the world, region and neighboring countries, and used all tools at its disposal to combat it. However the international and regional countries possessing active diplomacy did not listen to the propaganda of the regime and the invaders and restored diplomatic relations with the Islamic Emirate.

In a latest move China, Russia and Pakistan – during a tripartite conference in Moscow – urged the UN Security Council to remove the names of Islamic Emirate’s leadership from sanction and blacklists. The Islamic Emirate welcomes this proposal and reminds the world that the Islamic Emirate is leading a national uprising against foreign invaders. It has neither interfered in the internal affairs of other countries nor will it allow anyone to interfere in our country.

If someone does decide to interfere in internal affairs of Afghanistan, arm and bankroll its Afghan subordinates or intervene militarily, the Islamic Emirate will lead the nation’s resistance against them, will expel them from its homeland and will hand them a humiliating defeat with the help of Allah Almighty.

The aim of the Islamic Emirate is the independence of Afghanistan and establishment of an Islamic government. The Islamic Emirate is a joint home comprising all ethnicities and segments of the Afghan society. There is no room for linguistic, ethnic and other prejudice. Commitment to Islamic values and national interests, wisdom, sincerity and experiences are standards in which the Islamic Emirate believes and based on these standards appoints and demotes individuals in its civilian and military organs.

To save the world and regional countries from falling into the deviated abyss concerning the Islamic Emirate or being misled by the propaganda of the invaders and Kabul regime, the Islamic Emirate must work to expand its diplomatic relations and efforts on international and regional level in order to communicate its cause to the world and clarify its policies.

The military strength, effective diplomacy, political progress and international acceptance of the Islamic Emirate has the enemy very concerned. The invaders and their surrogate regime have exhausted efforts into sidelining the Islamic Emirate on an international level however with military strength, political tact and commitment to greater Islamic and national interests, the Islamic Emirate has shattered the enemy plans and presented itself as a national military and political force both regionally and globally.
