Islamic Emirate: The Rise of Civilian Casualties is a Worrisome Development

Recently Afghanistan has witnessed a spike in American aerial bombardments as well as the use of heavy artillery by the Kabul regime forces. Since the former is usually based on bad intelligence and the latter is deliberately used indiscriminately, we have seen a steep rise in civilian casualties resulting from these twin developments.

The UN has also confirmed in its latest report that foreign raids are causing more and more civilian casualties. Foreign aerial bombardment, artillery bombardment and night raids by their nature, blind strikes into what are essentially civilian centers and consequently civilian lives are invariably lost and civilian infrastructure is adversely affected.

The foreign occupiers have adopted a policy of see-nothing and hear-nothing with regards to these casualties in spite of all the lobbying calling for the acknowledgement of these losses and the eye-witness accounts confirming the high toll on civilians. Yet the few times that the incident does gain media attention the regime and their foreign benefactors double-down on their claims and accuse the Mujahideen of using civilians as ‘human shields’ and intentionally hiding in civilian centrers. However when the civilian families affected by these raids show evidence proving that no combatants were in the area at the time of the attacks then the regime simply issues an apology and white-washes the whole incident.

The regime of Ashraf Ghani has even outdone itself by refusing to condemn incidents where the foreign powers admit the loss of civilian lives and apologize for the mishap.

The Kabul regime and their foreign patrons don’t even have an organ that independently investigates incidents causing civilian losses, apportioning blame for the losses and holding those responsible accountable. The Islamic Emirate on the other hand, has set up an organ for the precise purpose of investigating civilian losses and preventing their repetition. These department also prosecutes Mujahideen involved in the incidents in Shariah courts.

The escalation of civilian loss is a most regrettable development. The foreign occupiers and the regime should stop tactics causing such indiscriminate loss because the killing, torturing or imprisoning of civilians will never elongate the life of an illegitimate government, rather it will only speed up its inevitable downfall.

Statement of Islamic Emirate concerning martyrdom of Al-Haj Mullah Abdul Salam Akhund

من المؤمنین رجال صدقوا ما عهدوا الله علیه، فمنهم من قضی نحبه ومنهم من ینتظر وما بدلوا تبدیلا. (سورة الاحزاب ــ ۲۳ آية)

Among the believers are men who have been true to their covenant with Allah [i.e. have gone out for Jihad, and showed not their backs to the disbelievers], of them some have fulfilled their obligations (martyred), and some of them are still waiting, but they have never changed [i.e. never proved treacherous to their covenant which they concluded with Allah] in the least. (Al-Ahzab – 23)

The governor for Kunduz of the Islamic Emirate, the sincere and devout individual, Al-Haj Mullah Abdul Salam Akhund was martyred by a cowardly airstrike of the invading American infidels on 26/02/2017 in Dasht-e-Archi district of Kunduz province, surely to Allah we belong and to Him is the return.

As martyrdom is an elevated status for which the Prophet (peace and blessing be upon him) himself yearned and is a path treaded by great men such as Umar, Uthman, Ali and Hamza (may Allah be pleased with them), therefore we consider this dignified status rewarded to Shaheed Mullah Abdul Salam Akhund as a sign of bliss and acceptance by Allah Almighty.

We extend our deepest condolences to the honorable family, valiant friends, relatives, Mujahideen of Islamic Emirate and all countrymen on the occasion of Shaheed Mullah Abdul Salam Akhund’s martyrdom. Imam Bukhari (may Allah have mercy on him) reports about the status of a martyr:

قال رسول الله صلی الله علیه وسلم  لأم حارثة بنت النعمان ، وقد قتل ابنها معه يوم بدر ، فسألته أين هو ؟ قال : إنه فى الفردوس الأعلى. رواه البخاري

We pray for the acceptance of martyrdom of Shaheed Mullah Abdul Salam Akhund, and ask for him a life of high status in Jannatul Firdaws (Highest Paradise). May Allah grant his family, relatives and Mujahideen of Islamic Emirate immense patience, great rewards and a blessed substitute, Ameen.

The liberator of Kunduz – Shaheed Mullah Abdul Salam Akhund – considered martyrdom his greatest desire. His martyrdom will not only fail in weakening the ranks of Islamic Emirate, but hundreds of more youth jump to the arenas of sacrifice and martyrdom for Islam. Al-Haj Mullah Abdul Salam Akhund, during his astute leadership, has trained thousands of Mujahideen such that they will follow his path (Allah willing) and work as a bulwark to protect their religion, country and freedom against the enemy.

Shaheed Mullah Abdul Salam Akhund served in the Islamic Emirate with great sincerity, honesty, obedience and affinity, endured prisons, hardships and enervation and discharged his obligation for the establishment of an Islamic system. The Islamic Emirate shall never forget the services of this valiant and esteemed human being but will encourage every Mujahid to follow the footsteps of Mullah Abdul Salam Akhund.

Special Message by Leader of Islamic Emirate regarding Tree Plantation

Tree plantation plays an important role in environmental protection, economic development and beautification of earth. Allah Almighty has interconnected the lives of human beings with plants. Plants live off soil while humans and animals off plants. If agriculture of plants and plantation of trees are eradicated, life itself would be put in peril, Allah Almighty says:

وَهُوَ الَّذِيَ أَنزَلَ مِنَ السَّمَاء مَاء فَأَخْرَجْنَا بِهِ نَبَاتَ كُلِّ شَيْءٍ فَأَخْرَجْنَا مِنْهُ خَضِرًا نُّخْرِجُ مِنْهُ حَبًّا مُّتَرَاكِبًا وَمِنَ النَّخْلِ مِن طَلْعِهَا قِنْوَانٌ دَانِيَةٌ وَجَنَّاتٍ مِّنْ أَعْنَابٍ وَالزَّيْتُونَ وَالرُّمَّانَ مُشْتَبِهًا وَغَيْرَ مُتَشَابِهٍ انظُرُواْ إِلِى ثَمَرِهِ إِذَا أَثْمَرَ وَيَنْعِهِ إِنَّ فِي ذَلِكُمْ لآيَاتٍ لِّقَوْمٍ يُؤْمِنُونَ [۹۹سورة الأنعام].

It is He Who sends down water (rain) from the sky, and with it We bring forth vegetation of all kinds, and out of it We bring forth green stalks, from which We bring forth thick clustered grain. And out of the date-palm and its spathe come forth clusters of dates hanging low and near, and gardens of grapes, olives and pomegranates, each similar (in kind) yet different (in variety and taste). Look at their fruits when they begin to bear, and the ripeness thereof. Verily! In these things there are signs for people who believe. [Al-An’am; 99]

Earth is the greatest bounty of Allah Almighty. Allah Almighty has not created human beings on this earth in vain rather He has elevated them above many creations, given them the great blessing of reasoning and thought and tasked them with construction and development of earth. Our food, shelter, medicine and other vital needs are derived from plants and trees. That is why many verses of the Holy Quran turn the attention of human beings towards the value of trees and plants. Allah Almighty says:

وَآيَةٌ لَهُمُ الْأَرْضُ الْمَيْتَةُ أَحْيَيْنَاهَا وَأَخْرَجْنَا مِنْهَا حَبًّا فَمِنْهُ يَأْكُلُونَ . وَجَعَلْنَا فِيهَا جَنَّاتٍ مِنْ نَخِيلٍ وَأَعْنَابٍ وَفَجَّرْنَا فِيهَا مِنَ الْعُيُونِ. لِيَأْكُلُوا مِنْ ثَمَرِهِ وَمَا عَمِلَتْهُ أَيْدِيهِمْ أَفَلَا يَشْكُرُون.

And a sign for them is the dead land. We gave it life, and We brought forth from it grains, so that they eat thereof. And We have made therein gardens of date-palms and grapes, and We have caused springs of water to gush forth therein. So that they may eat of the fruit thereof, and their hands made it not. Will they not, then, give thanks?

Tree plantation is considered one of the greatest good deeds in Islam and is labeled Saddaqa Jarriya (continuous charity). The Prophet of Islam, Muhammad Mustafa (peace and blessings be upon him) has practically and orally encouraged us towards tree plantation and land development.

عن أَنَسٍ رضي الله عنه، قَالَ، قَالَ رَسُولُ اللهِ صلى الله عليه وسلم: مَا مِنْ مُسْلِمٍ يَغْرِسُ غَرْسًا أَوْ يَزْرَعُ زَرْعًا فَيَأْكُلُ مِنْهُ طَيْرٌ أَوْ إِنْسَانٌ أَوْ بَهِيمَةٌ إِلاَّ كَانَ لَهُ بِهِ صَدَقَةٌ “متفق علي”

It is reported by Anas (may Allah be pleased with him) that the Prophet (peace and blessings be upon him) said: When a Muslim plants a tree or grows something, and from it birds or animals or humans eat, then it shall be counted from him as charity.

If we delve deep into Ahadith (Prophetic Traditions), we will realize the emphasis placed upon trees and plantation in Islam and the great good and reward it entails for a Muslim who plants a fruit tree. Hence planting trees and agriculture are considered actions which hold both worldly good and benefit as well as immense rewards in the hereafter.

The Islamic Emirate – just as it is actively engaged in a struggle against foreign invaders and their hirelings for the attainment of true peace and security – works within the limits of its resources for the prosperity, economic welfare, development and self-reliance of its beloved countrymen.

Therefore as spring approaches, it calls on its Mujahideen and every individual of its devout nation to plant one or several fruit or non-fruit trees for the beautification of earth and for the benefit of Almighty Allah’s creations.

They must understand that with tree plantation, they would be following the practical footsteps of the Prophet (peace and blessing be upon him) and showing appreciation for the blessing of Allah Almighty by developing the earth and protecting the environment.

The Mujahideen and beloved countrymen must join hands in tree plantation and not hold back any effort in this regard.

Islamic Emirate: Futile Show of Power of the Kabul Administration

Six well-known journalists and analysts from Kabul traveled to Doha and visited officials of the Political Office of the Islamic Emirate from 28 November to 3 December 2016. They discussed some important current issues with the officials of the Political Office. Similarly, they asked many questions to which the designated team of the Political Office provided adequate answers and explanations. During the discussion, the delegation of the Islamic Emirate also mentioned that if America announces short-term time table for the withdrawal of her troops from Afghanistan, it will pave the way for the Afghans to come together and see eye to eye about establishment of an Islamic system and rehabilitation of their country. But, the spokespersons and assigned analysts of the Kabul Administration were then harping on the point that winter was fast approaching and Taliban were weak during the winter season. They are trying to prevent the launch of military operation against them during the winter. Furthermore, they emphasized that the military operations should begin in order to crush the Taliban so they would lose their capability of fighting in the upcoming spring season.

Based on this viewpoint, the Kabul Administration launched military operation against the Mujahideen of the Islamic Emirate under the name of Shafaq-2. But instead of making advancement, they had to retreat notwithstanding many efforts on their part. Now, they are under siege in different parts of the country. In recent video reports of Kabul media outlets, military personnel of the Kabul Administration admit that Mujahidin of the Islamic Emirate were present at a distance of 5 to 10 meters (in Laskargah), “We could even hear their voices”. They say, “We are not able to raise our heads because of them either during the night or in the day. We move by crawling in our outpost. Lashkargah is counting the moments of its collapse”.

Now they level allegation against one country or another that they have provided sophisticated weapons to the Taliban. “Taliban are well equipped as compared to us”, they claim. Even in the past, whenever they had lost their capability to fight against the Mujahidin of the Islamic Emirate, they claimed foreign fighters and generals were fighting against them. The fact is that by leveling such accusations they want to justify or conceal their failure.

The Islamic Emirate has no military relations with any country. But, regarding political relations, we would like to point out that the Islamic Emirate is a reality in Afghanistan. As an independent force, it has relations with different countries of the world and these relations have existed from long time before. The relations of the Islamic Emirate are not limited or linked to one country. It shows the strength and insight of the Islamic Emirate. As a true representative of its Muslim nation and of our Islamic and national interests, we want to utilize and maintain our relations with other countries.

It is worth mentioning that peace can be obtained in Afghanistan only when the invading countries and their domestic allies accept the ground realities of Afghanistan, acknowledge the Islamic Emirate as a reality and cease resorting to futile and useless show of power.

Kashmir: Commemoration event on Kunan Poshpora Anniversary Banned

The event scheduled for the commemoration of the 26th anniversary of the Kunan Poshpora Mass Rape and Torture that occurred on the intervening night of 23rd and 24th February 1991 – the largest recorded instance of mass sexual assault in South Asia– has been banned. The Support Group had formally applied for the permission to the office of the Deputy Commissioner (District Magistrate), Srinagar to hold this event at a local hotel. Today (22nd Feb’17), a member of the Support Group was telephonically informed by police officials to collect the permission order from the office of the DC, Srinagar. However, on reaching there, we were informed that the permission had been denied on the basis of a FAX communication from the office of the Senior Superintendent of Police (SSP) Srinagar, ‘that there is an apprehension of law and order problem when the issue of Kunan Poshpora is raised during the event’. A copy of the FAX is annexed to this statement. A signed copy of the official denial order by the DC was refused despite several requests, after having waited for three hours, until the closing of the office at 5:15 p.m. This is symptomatic of the State’s attempts to completely clampdown on events relating to human rights violations, particularly sexual violence. This attitude was also seen during the banning of the press conference, which was to be addressed by the mother of the Handwara minor girl, in April 2016.

In the scheduled event, the survivors from Kunan Poshpora and members of the Support Group for the struggle were to apprise the participants about the legal proceedings of the case in the Supreme Court and remember the seven victims of that night of rape and torture who have passed away. By denying permission for the event the State has put on display its regressive behavior of regulating public spaces and curbing any conversation on critical human rights issues faced by the people of Jammu and Kashmir. This is in line with the State’s approach of clamping down the civil and political rights of the people to assemble freely, and express their thoughts and opinions. As is evident in its unresponsiveness towards the order of the High Court to file a response to the pending petition on bans on private events.

As we have seen in the past, the State’s attitude towards the struggle for justice for Kunan Poshpora has been driven by attempts to cover up the inhuman crimes committed against the people of Kunan Poshpora. It took the Police twenty-three (23) years to file the closure report, followed by the refusal of the State to conduct investigations and repeated applications for extension. The case is currently stalled in the Supreme Court Registry for the last two and a half years, due to constant dilatory tactics of the State and Indian Army. Furthermore, the banning of this commemoration event, aimed at highlighting the continuing miscarriage of justice in the Kunan Poshpora case, is the latest in a long history of cover-ups, intimidation and silencing.

Alhamdulillah we give the glad tiding and congratulations to the Islamic Ummah and all Mujahideen Factions that the group of Esteemed Commander Baitullah Mehsud Rahimahullah, a great revolutionary and leader of contemporary Jihad, the Mehsud division of Pakistani Taliban have declared support to the Tehreek Taliban Pakistan.
Who withdrew from TTP coalition due to the un-Islamic actions & politics of rogue elements in our ranks.
One of the reasons of Mehsud division joining TTP back is the defection of the rogue elements to the rival parties.
This statement consists of two parts:
1: Tehreek Taliban Pakistan accepts the oath of allegiance of Mehsud Mujahideen under the esteemed Commander Khalid Mehsud Hafizahullah.

Remarks by Spokesman of Islamic Emirate concerning civilian casualty report by UNAMA

The UNAMA office in Kabul has published its yearly civilian casualty report.

Like its previous reports, it has once again judged erroneously concerning civilian casualties. A large percentage of civilian casualties has again been attributed to the Mujahideen of Islamic Emirate while 24% has been attributed to the Kabul regime and a mere 2% to foreign forces, who are the main cause behind all the ills of our country.

The Islamic Emirate, which is very sensitive as regards to civilian casualties and has put immense focus on its prevention, considers this report partial and rejects it completely.

The Emirate has an authoritative department for the prevention of civilian casualties which publishes complete and accurate information from time to time. It vigorously spends its energies to prevent civilian casualties in Jihadic ranks and has focused Mujahideen on observing rules of engagement and caution during operations.

In spite of this, attributing a large portion of civilian casualties to the Mujahideen of Islamic Emirate by UNAMA is injustice. Such actions gives further blessing to the real culprits (foreign forces and their stooges) to continue viewing the lives of civilians with contempt because they will not be held accountable anyway!!?

The number one perpetrators of civilian casualties in the country are foreign occupying forces who drop several ton bombs on cities, villages, and townships, carry out nigh raids on civilian homes, incarcerate innocent people and carry out attacks on hospitals, mosques, religious seminaries and other public facilities.

Similarly the second placed perpetrators of civilian casualties are the army, police and arbakis of the stooge Kabul regime who carelessly shell villages and civilian homes, burn civilian compounds, carry out kidnappings, execute prisoners, violate honor of people and have soured the lives of people while they themselves walk freely.

Despite so many atrocities (by the real perpetrators) yet still only being held responsible for a small portion of civilian casualties clearly discloses carelessness during collection of data and the nature of false verdict based on partial, malicious and intelligence information.

Meanwhile attacks on key regime targets by the Mujahideen have been labeled as attacks on civilians in the UNAMA report and their numbers inflated. For example, if off-duty officers and security personnel were targeted by the Mujahideen, these were called civilian fatalities but our Mujahideen, their supporters, relatives and even distant associates who were targeted, martyred and raided by the enemy have not been accounted for.

Repeatedly the education and learning, health, NGOs, preaching and guidance officials of the Islamic Emirate and even officials distributing aid to public have come under US airstrikes, had their homes raided, been martyred and thrown into prisons.

Targeting government workers involved in martyring, harassing, detention, passing prison terms on Mujahideen and even adjudicating death sentences upon them were labeled as attacks on civilians in the UNAMA report.

According to accurate data collected by Islamic Emirate’s Department for Prevention of Civilian Casualties – who collect data directly from battlegrounds, conduct proper investigations and publish their report – 77.10% of all civilian casualties in the year 2016 were caused by the American forces and the stooge security apparatus under their command, 17.48% were caused by Daesh and other clandestine elements while the remaining 12.42% were caused by the Mujahideen, with the cases of the assailants being dealt with by the Islamic courts.

The Islamic Emirate does not seek to justify civilian casualties in any circumstance, rather it promises that it will exert every effort in preventing civilian casualties because it values the lives of its countrymen and feels a sense of Islamic and Afghan obligation towards them. However it also wants international organizations to take care in publishing such statistics and asks them to reconsider the sources of their data so that, may Allah forbid, such reports do not become a means for disregard for civilian lives and does not encourage a culture of impunity by acquitting criminals.

Message of condolence by Islamic Emirate regarding losses caused by snowstorm

Recently hundreds of our countrymen have been killed and injured in various provinces of the country due to snowstorms and avalanches, with most human losses caused in Nuristan’s Bargmatal district and Badakhshan province.

The Islamic Emirate is deeply affected by these tragedies and sympathizes with the effected countrymen from the bottom of its heart.

We pray to Allah to greatly reward the grieving families for these tragedies and bestow upon them immense patience. And may Allah grant quick recovery to the injured and may He, the Almighty, give the displaced and effected country a blessed substitute, Ameen, O Lord of the Worlds.

The Islamic Emirate – due to its responsibility – calls on all the Mujahideen, ordinary countrymen and the wealthy brothers throughout the country to not withhold aid to the tragedy struck victims.

The Mujahideen must exert all efforts within their capacity in relief work. The ordinary countrymen must also jump to the aid of his nearest effected brother and the wealthy must assist the effected with their basic needs, shelter and food in order to fulfill their Islamic obligations.

We also call upon all aid and relief agencies to try their utmost in saving as well as organizing and providing food and edible material for those trapped in avalanches.

May Allah Almighty safeguard our countrymen from such hardships and tragic incidents in the future, Ameen.

Afghanistan: Mujahideen rescue several countrymen trapped in snowfall in Zabul

ZABUL, Feb. 05 – Reports arriving from Zabul province state that Mujahideen have saved several civilians trapped in snowstorms on Kabul-Kandahar highway overnight.
According to details, a number of people who were stuck in snowfall in Shajoy district’s Bakorzo, Manjaryano, Mula Muhammad Ali Killi, Azmat Killi, Andarho Killi, Bazargan, Hassan Karez and Bazar areas were rescued by Mujahideen with the help of civilians.
Many people in Hassan Karez area were brought to their homes and those who were in good health were provided bedding, food and other requirements.

Pakistan: TTP JA release new video “Zamaryan 11” on Ghalanai military camp attack in Mohmand Agency

Pakistan Tehreek-e-Taliban Jamaat-ul-Ahrar (TTP JA) have released a video showing the group’s attack on the Ghalanai military camp in Mohmand Agency, Pakistan. The release came through the Broadcasting department “Ihyaekhilafat” and is called “Zamaryan 11”.

The assault centred on the Headquarters of the Mohmand Rifles where assailants in suicide jackets sought to gain entry to a mosque around 6.20 am where a large number of soldiers were attending morning prayers. Army spokesman Lt Gen Asim Saleem Bajwa praised the valiant actions of security forces responding to the attack claiming all 4 attackers were killed. Two  soldiers of the Frontier Corps (FC) also died in the attack (number disputed in TTP JA video) with at least 14 injured. Dawn media reported,

“Wearing suicide jackets, the attackers opened fire and tried to rush inside the mosque,” the ISPR said in a statement.

“Security forces surrounded the attackers. Two of the attackers blew themselves up while two others were shot dead,”

Ehsanullah Ehsan, spokesperson for TTP JA has often alleged the military and police to be involved in “fake encounters” and torture of prisoners. He posted the following on social media, (thanks to AW for translation),

“New video of Tehreek-e-Taliban Pakistan (Jamaat al Ahrar) will soon be coming out. In this video by the Jamaat’s publication department ” Ihyaekhilafat” for their series “Zamaryan” , this will be the 11th film of the series. In this film along with great jihadi scenes, the recent Mohmand Agency headquarters Ghalanai attack footage, events and details are shown. The video begins with the beginning of Islam and Kufur conflicts as a backdrop to the event leading to the introduction of Army camp in Mohamand Agency headquarters at Ghalanai and a brief introduction of the atrocities being carried out there. The video clearly shows the map and layout of Ghalanai camp in detail and also the introduction of the four suicide mujahedeen.

In this video the scenes after the attack are shown in pictures where untruthful claims by ISPR can clearly be seen. The Fedayeen’s loyalty towards Islam and true belief and brief messages makes the film more interesting. In the film to understand the true facts of the attack, the members of Jamaat al Ahrar’s guiding shura Maulana Zulfiqar sahib hafizullah and militant shura member Maulana Ahrar sahib hafizullah interviews are included in short clips where they have categorically refuted the government claim that only 2 soldiers were killed in this attack. Other than this in this short interview clip, facts about the prisoners are also made clear. Anthems and poetry by popular Pushto and Urdu narrators with actual jihadi footage is part of the video where one special anthem Alrad Amliyat is worth mentioning. This interesting video with a duration of about 26 minutes will be released very soon Inshah Allah.”

The 26 minute video shows TTP JA planning the attack. Five persons in camouflage outfits, faces covered in black masks in a small room painted with blue flowers examining what appears to be an aerial photo/map of the camp. A militant is later seen firing a weapon and talking to camera followed by news footage showing the bloodied floor of a mosque and rescuers at the scene. The video features clips from historic events, interviews and training exercises with weapons and has Urdu and Pashto motivational songs.

Back in August 2016, leader Omar Khalid Khorasani released a statement clarifying the stance of TTP JA after they were included in the US blacklist regarding designated terrorists. He said,

“Pakistani intelligence agency ISI wants to make us the enemy of the whole world. And it wants to prove us Jamaat ul Ahrar as an international terrorist organization. The purpose of this is to ease the situation for them in Pakistan and to make their enemy fight some other country (instead of Pakistan).”

“As it is said that we are linked with Dawlat ul Islamia (Daesh) or Al qaeda. We strongly reject this claim and make it clear that we have no bayah or affiliation to any of these 2 organizations. Although mujahideen of Islamic State and Al qaeda and all the jihadi organizations in the world are our brothers…. But we had no relationship with them in the past and no relationship now.”

In 2014 Pakistan military launched operation Zarb -e -Asb in the Federally Administered Tribal areas to drive out insurgents with some militants relocating over the border to Afghanistan. This latest video shows the capability to launch attacks on military installations remains.
