Pakistan can hang paralyzed prisoner, says court (Reprieve statement)

A judge at the Lahore High Court has ruled that a disabled death-row inmate can be hanged, in a judgment that suggests that Pakistan’s international obligations “should be kept aside.”

In his ruling, handed last week to lawyers for Abdul Basit, 43, the judge dismissed the fact that there are no provisions in Pakistan’s Prison Rules for the hanging of wheelchair users. It says that “as there is no rule declaring the hanging of a disabled person as illegal”, the authorities should be allowed to execute Basit, and use their “discretion” to determine how to carry it out. Basit’s lawyers had argued that his hanging would amount to cruel and unusual punishment, which is prohibited under Pakistani and international law. Basit is paralyzed from the waist down, and the relevant authorities have so far been unable to explain how they will practically carry out the execution.

The judge also states that “international laws should be kept aside” when considering whether prisoners on Pakistan’s 8,500-strong death row should be executed. If this assertion is accepted, Pakistan would be in breach of its commitment to several tenets of international law, such as the prohibition on cruel and unusual punishment. Several UN experts have recently condemned Pakistan’s current spate of executions – which has seen over 220 people killed since December – as a breach of international standards.

The ruling also contains a significant technical error, incorrectly asserting that Basit’s lawyers at Pakistani NGO Justice Project Pakistan (JPP) had failed to challenge the dismissal of an earlier mercy petition for Basit. In fact, Basit’s lawyers filed a mercy petition on 22nd July, on which to date, no decision has been made by the government.

Pakistan’s Prison Rules provide that ill-health provides valid grounds for the commutation of sentences. Jail medical records for Basit outline how he is “bed-bound” and has “almost no chance of recovery”, but it appears that the government has not considered the records as grounds to grant mercy.

Commenting, Maya Foa, director of the death penalty team at human rights organization Reprieve, said: “This ruling gives an absurdly technical response to a question of fundamental rights and common decency. It’s very clear that Abdul Basit’s execution will amount to a grisly spectacle, and will have little to do with justice. It is outrageous to suggest that Pakistan should simply ignore its international obligations in order to carry out yet more hangings. The international community must now step in and urge a halt to all executions, including that of Basit, and ensure that Pakistan complies with the treaties it has signed up to.”

Balochistan: BSO Azad spokesperson holds human rights organizations and media to task for failure to report on human rights abuses

Human rights organizations and media both national in Pakistan and international are failing the people of Balochistan due to their lack of reporting on abuse, kidnapping, torture and “kill and dump” policies of the state with regard to this region. Where there is a will unfortunately it is extremely difficult to find a way as state authorities block access and there is harassment of media to prevent exposing that the line of ethical behaviour is repeatedly being crossed.

The security situation is tense and violation of human rights is growing worse since the start of military operations in Awaran against an ongoing insurgency, those fighting for independence from Pakistan and for Balochistan to be recognized in its own right. As well as locals, journalists are frequently under attack, back in September 2014, Raza Rumi reported,

“there is a dark history – and an equally murky present – when it comes to journalists working in Balochistan. Since the reawakening of the Baloch separatist movement after the murder of Nawab Akbar Bugti in 2006 and the subsequent security operations, the security situation in the province has deteriorated – with journalists being at the center of this conflict.”

The BBC did manage to report the following in February 2014 after the discovery of a mass grave in the village of Tutak near Khuzdar in Balochistan province, they stated,

“the Frontier Corps, the anti-Shia group Lashkar-e-Jhangvi and other groups are all enmeshed in a decade-long campaign of “pick up and dump” in which Baloch nationalists, militants or even innocent bystanders are picked up, disappeared, tortured, mutilated and then killed.

The army, paramilitaries and the government have consistently denied being responsible for violence in Balochistan, pointing instead to the myriad of armed groups operating in the region.”

The BSO Azad spokesperson condemned the state forces’ operations across Balochistan province in the strongest terms. The state forces are continuing full scale military operations in Raghai area of Besima and large numbers of Baloch people are being killed; including infants, children and unarmed civilians. Continuous State Forces military operations are underway throughout several other areas of Balochistan as well; including Mashkay, Turbat, Besima and Dera Bugti indiscriminately destroying homes and killing people.

The State Forces in Balochistan have no consideration for human rights and have completely disregarded international laws of war. They are using ground and aerial power to target innocent civilians and unarmed Baloch youth in communities across Balochistan because the Baloch freedom movement has strongly opposed the occupier state’s investment agreements with China and other foreign countries. To counter the opposition from the Baloch 0masses; the State Forces are committing acts of genocide.00

The BSO Azad spokesperson said that in several areas of Raghai, state forces torched dozens of homes, motorcycles, and looted people’s valuable belongings.  During the military operations several children were injured and 2 people were killed.  25 year old Essa, and 70 year-old Ghaus Bakhsh were abducted.  Additionally dozens of defenseless civilians are missing.

The BSO Azad spokesperson said that although the state forces have consistently breached human rights treaties, the UN and international organizations remain surprisingly silent.  The state and their forces in Balochistan are obligated as members of the UN to abide by the laws of war and respect the UN treaties regarding human rights.  Despite Pakistan’s position in the UN; in the military operations in Balochistan, state forces were directly involved in abducting and killing young children.

The BSO-Azad spokesperson additionally stated that it’s a contradiction of their professional duties if the international human rights organizations and independent media continue to maintain an attitude of silence regarding the occupier state’s acts of genocide in Balochistan; they have an obligation to condemn the state forces who are responsible for killing of young children; and raise their voices to take an effective role against the state’s violations of international laws of war in Balochistan.

Afghanistan: Taliban statement on Ghazni prison break

Ghazni main prison broken, 400 innocent detainees freed

GHAZNI, Sep. 14 – Amid the ongoing annual Azm campaign, 10 martyrdom seekers and tens of other Mujahideen of Islamic Emirate launched coordinated attacks on the main Ghazni provincial prison and adjacent enemy battalion.

The attack which began at around 02:00 am local time today, Monday 14thSeptember, lasted for several hours during which the prison was overrun, several enemy personnel killed and wounded as well as some 400 inmates facing torture and abuse at the hands of the regime freed and transferred to areas under Mujahideen control.

Officials say that only 3 martyrdom seekers attained martyrdom in the operation (may Allah accept them) while all the rest safely returned back to their bases.

Sahir alleges “abuse”: Father shows “no convictions” alleges ex wife Reham Khan threw “hard toy” at him hurting his arm

One can only feel sorry for the children of Pakistani journalist Reham Khan and Dr Ijaz Rehman caught up in the unsettling maelstrom of a relationship turned sour and the aftermath of a subsequent divorce. Sahir Khan, their son, has now gone public on alleged abuse naming his father by producing a “Court Order” and “Power of Arrest” document issued in the name of both parents, mother as applicant and father as respondent. The document gives a list of instructions and restrictions to Dr Rehman and states, “the court is satisfied that the respondent has used or threatened violence against the applicant or the following children”. (If for example a person makes an “allegation” of violence, the documents acts as a warning.)

However there does not appear to be any evidence of legal convictions to prove any act of violence alleged with regard to Dr Rehman who also has 2 daughters Inaya and Ridah with Reham. According to a blog released by Sahir, his father, “doesn’t have a criminal record”. He states,

“my mother could have destroyed his career but she chose to protect us from further trauma and move on to give us a safe, secure and better future. She counted her blessings and didn’t press it. He should have taken his second chance.”

I am aware Dr Rehman has other documents with his solicitor which may present a different picture to that presented by Reham and Sahir.

Dr Rehman provides “Enhanced Disclosure” clearance document showing “no convictions” and discusses Reham

I spoke to Dr Rehman to verify a certificate he sent me which was an “Enhanced Disclosure” clearance document confirming a background check for employment showing he has no criminal convictions. He has a right to give his account of events especially considering the lack of convictions. Dr Rehman had cleared all categories. (I have not published due to uncertainty over whether he is allowed to disclose the details). Dr Rehman alleged that not long before things came to a head Reham had thrown a “hard toy” forcefully at her husband which had hurt his arm for several days. He described her as a “materialistic” woman who enjoyed being “the centre of attention” driving a “merc” (Mercedes) with personalized number plates costing several thousand pounds. He recalls buying her a ring worth $20,000 reduced from $25,000 bought during a trip to the US. He claimed she did not seem to want a “normal family life”.

He had found his ex wife to be “superficial” and told how they had once missed an important delivery from the postman as she had not wanted to answer the door without wearing make-up. Although he did not want to name the individuals involved at this stage, he also spoke of Reham’s close relationships with other men, including one student “half her age” who had “dumped her” and the embarrassment felt on learning from others where she had been. She allegedly met elsewhere so her children would not see. He said “you can’t control a person” its down to them and their “personal morals”.

Dr Rehman said if Reham felt she was treated badly by him, why did she not go through recognized channels like a GP or seek other help as she had the freedom to come and go and had her own transport. He recalls an arguement allegedly provoked by Reham who called the police and he felt this was her way of ensuring contact ended. Dr Rehman states, the police were satisfied there were no injuries.

Reham was described as being very skillful in complimenting others but always with the purpose in mind of getting what she wanted and a woman who changed to suit her surroundings. He said she was also someone who didn’t like to be proven wrong and showed no interest in study. Dr Rehman stated he had not minded his wife working and had even driven her to an interview when the BBC were talent spotting for presenters, she had been shortlisted but did not get the job. Dr Rehman stated that the children had said they did not want contact via a social worker and wondered why she had taken so long to leave if life was that difficult.

In contrast he was very complimentary about his present wife Samavia who had come along when he had far less in financial terms following his divorce settlement after paying out to Reham. At the time of the call, Samavia was out for the day with a friend over from Norway with Dr Rehman taking care of the twins (from this marriage) who could be heard laughing and playing in the background.

Dr Rehman said he was “amused” to learn that his ex wife had changed her name to Khan after their divorce. He explained her father’s name was Nayyer Ramzan but Reham hated the name Ramzan due to its religious connotations (the name meaning Islamic holy month of Ramadan, Ramzan). So she was using her father’s first name Nayyar before they got married. Her attitude was in contrast to her brother who Dr Rehman described as a “fundamentalist” who hadn’t liked his photo taken and allegedly had posters of Osama bin Laden in his residence. He said “where did she get Khan from?”

 According to her husband she had been very keen to meet former cricketer Imran Khan even during their marriage and had once asked him to try to get a family friend to introduce them in the UK. He had said it might have been possible but would cost over £100 each for a ticket for a charity dinner and if they had to travel where would their 3 children stay for the night. It it is unclear whether his friend was ever able to oblige with a meeting for Reham after the divorce. Dr Rehman said he was shocked to learn from the papers she had later managed to “hook up” with a “famous person” Imran Khan, now Chairman of Pakistan Tehreek -e-Insaf (PTI) opposition party. Reham had secured an interview with him in his trailer during ongoing political action and later married him.

Action on domestic violence

All domestic violence both physical and emotional abuse in any family must be condemned strongly. It is unclear from the Court Order and Power of Arrest document what exactly sparked the move to the county court but anyone convicted of violent behaviour should be held accountable legally for their actions.

Legal channels should be easily accessible to those that need to use these services with Victim Support groups on hand to make the process of taking action against an abusive partner as straightforward as possible. Where abuse in the home may be an issue, schools also have a “duty of care” to document and act on any concerns. In addition there is Childline a free telephone service for children to use where they can report domestic violence and receive help and support.

Sahir is full of of praise and support for his mother calling her “a fighter” and his “biggest inspiration” whilst his father considers him “brainwashed”. Anyone staying in a situation where domestic violence is occurring is NOT protecting a child. The adult can CHOOSE to stay or leave, the child has no choice, they are dependant on the parents for safety and security.

Reham Khan having alleged abuse and then obtaining a Court Order, Power of Arrest does not appear to have alerted the relevant health authorities where Dr Rehman worked regarding any risk. If she considered herself and her children to be under threat, has she failed in raising the alert for vulnerable adults under her former husband’s care in a psychiatric setting?

Sahir states in relation to his allegations,

“yes that’s right. Significant violence against the defendant and the children. In the absence of any typical support network of family or friends, she finally filed for divorce after 13 years. The first thing I said to her was ‘You should have done it sooner. I’m always by your side’. I was 12 years old. I’d been seeing it for years. That sort of abuse makes a serious impact on a kid. I haven’t forgotten anything.”

This is a particularly disturbing allegation that parents would ALLOW a child to witness any abuse that was going on between them for years on end which is a dangerous form of CHILD ABUSE in itself. 

What impact would this have on young ones? Kids would likely require support, counselling and intervention of social services, independent bodies to ensure their wellbeing. How might it affect a child in the long run as abuse can carry on to the next generation and this also needs addressing.

Ongoing education on prevention of domestic violence is essential for both sexes. If a family situation does turn aggressive, the UK has for years offered safe houses for females in the form of the women’s refuge where a person can go and their partner will not be informed that they are in residence. Some places take children so there are options for abused women. Both emergency and temporary accommodation is available to those made homeless through domestic violence.

In an dysfunctional and violent relationship there is the “abuser” who should be held fully to account legally and the “codependent” who sadly often maintains the status quo for years even where children are at significant risk.

With regard to codependency “Out of the Fog” support network for families states,

“codependency is the tendency for the victim in an abusive relationship to develop dysfunctional patterns or habits in the process of trying to cope with a family member or partner who is abusive or neglectful or has an addiction. These patterns include denial of the problem, enabling or support of the abusive behavior, poor sense of self-worth, abandonment of personal goals or values and development of controlling or manipulative behaviors.

Codependents are generally unsatisfied with the status quo, yet often fear the consequences of trying to make a change, of trying to detach or put a stop to the abuse.”

Parents primary duty is to protect their children. No responsible adult should allow a minor to witness violent and damaging scenes for years on end.

There is also a need for full background checks for those working with children and vulnerable adults for all job applicants. By law in the UK if not Pakistan, individuals are required to undertake police checks and full assessment of their mental and physical state before being allowed to work with these groups as well as checks on qualifications and experience. This is generally the same whether a post is paid or unpaid. Although this is part of child protection regulations in Britain (and it can still fail) it seems to be largely overlooked in Pakistan where safety is not seen as important thus increasing the risk for juveniles.

Abused persons (males and females) will often repeat patterns of negative behaviour… jumping “out of the frying pan into the fire”. For example a woman who claims abuse may leave one relationship and go on to marry a man with a history of emotional or physical abuse towards an ex partner or son and daughter thus continuing destructive patterns.

As Erin Pizzey, who opened the first refuge in the world for victims of domestic violence in 1971 said, “I was aware that of the first hundred women who came into the refuge, sixty-two were as violent or, in some cases, more violent than the men they left behind”. Men and women who abuse and are abused owe it to themselves to seek support and if necessary counselling to break the cycle and give themselves the best chance in life.

Children may only fully realize the ongoing impact on their lives when they become parents themselves as they tend to protect the abused person losing perspective that the codependent may have colluded also to keep patterns of violence ongoing over long periods. This is when anger can set in. When children from violent backgrounds have their own families they may lack certain parenting skills or become violent to offspring as that is what they observed growing up. Therefore there is a need for ongoing support to overcome any difficulties which may arise.

Afghanistan: Islamic Emirate regarding the fourteenth year of September 11th incident

Fourteen years ago today America took the abhorrent step of misusing the September 11 incident to intimidate the region and threaten our Islamic homeland with invasion.

It was a time when America, which today has been exhausted from every perspective, was drenching in ecstasy of arrogance, failing to use its intellect and instead resorting to force and bullying.

The valiant Afghan nation also launched its Jihad of independence parallel with the American invasion in accordance with their religious and national obligation, dealing America and her allies such casualties, losses and crushing blows over the fourteen year period which do not have any precedent in recent history

America lost its role as the world leader and tyrant, its military might was put into question, its economy tumbled and it now speaks the language of peace and security with its international rivals instead of force.

How much has America suffered in wake of the September 11 incident? many of its realities will be uncovered by the American politicians themselves but what America and other powers can currently learn is that they should not invade other countries in order to prevent incidents like the 11th September and withdraw their hands from the throats of the Islamic world. They should alter their foreign policy such that they engage other nations based on principles, avoid politics of intimidation and force, end invasion, exploitation and prolongation of occupation of poor countries including Afghanistan and shield the lives of Americans with healthy rational policies.

If they fail to do this and continue policy of force and working for colonial goals then they must understand that the nations of the world are now awoken. The nations will confront and take strong stances against each and every policy of American oppression.

It is the Islamic and legal right of the Afghan people who today are waging a struggle for freedom out of necessity.

Unfortunately! a few dollar consuming amoral sellouts, those cursed for betraying Jihad and shaming Mujahidin, promoters of evil and corruption and a few ignorant individuals want to attribute the pure  struggle and Jihad against infidelity and occupation under the leadership of the Islamic Emirate to other countries. Attributing such huge sacrifices and such unmatched courage in the path of freedom to foreign intelligence circles serves no other purpose then to cover their own embarrassing histories. Such allegations can never bring shame upon our struggle and Jihad for freedom nor can it alter our legitimate path. The Islamic Emirate holds the honor of leading the ongoing blessed Jihad which, all praise is due to Allah, has broken the back of infidelity. Our history has proven that we are a free and independent nation. This nation will never agree upon slavery and servitude. The fact that the current Jihad in ongoing with the complete backing of our oppressed nation proves this path is the path of our fathers and forefathers who yesterday forced out the Soviets and the day before that the English. And it is not far that the current evildoers under the leadership of America will also be expelled, Allah willing, and nothing is hard for Allah.

Afghanistan: Islamic Emirate on “significance of media activities in jihad”

All praise be to Allah, prayers and peace be upon the messenger of Allah and those who follow him.

Our Sheikh, the magnificent scholar Abu Qatadah, may Allah protect you, look after you, and guide your footsteps on the path of the truth.

Our dear Sheikh, there are some brothers who work in the media field in the battlefields of Shaam who have forwarded some questions to your eminence and are waiting for a response for them. And may Allah reward you with goodness.

The questions: Our dear Sheikh may Allah protect you and look after you. May peace, mercy and blessings of Allah be upon you.

1) Does the media work in the residence like (video editing and image designing…etc.) take the reward of the Murabit (the one guarding in a battle) in the path of Allah and what is meant here are the Hadiths which mention the excellence of Ribat (guarding in a battle) such as “Ribat for a day in the path of Allah is better than Qiyam ul Lail (the night prayer) beside the Hajarul Aswad”. And if he is killed in this state, will there be an ongoing reward for him till the day of judgment?

2) Will the brother become sinful if he becomes negligent in his preparation for the media work? And his negligence caused the domination of the media that fights against Jihad or the media of the extremists and of those other than them, and so that negligence led to a number of youth being drawn towards the extremists, so will every one of them be sinful keeping in mind that a lot of brothers stay away from these categories like media and active military developments?

The Sheikh, may Allah protect him replied,

May peace, mercy and blessings of Allah be upon you.

Know my brother in the path of Allah, that indeed from amongst the greatest deed of Jihad and Qitaal (fighting) in the history of Islam and in the history of nations is the media work. It is half of the work for existence and victory. And here is our Messenger, may peace and blessings of Allah be upon him, instigating Hasan may Allah be pleased with him, to satirize the Mushrikeen while describing his words to be causing more damage than shooting arrows. Muslim narrated in his Sahih that ‘Ayisha may Allah be pleased with her, reported that Allaah’s Messenger may peace and blessings of Allah be upon him said, “Satirise against the (Kuffars of) Quraish, for (the satire) is more grievous to them than the hurt of an arrow”. So he sent for Ibn Rawaha and asked him to satirise against them, and he composed a satire, but it did not appeal to him. He then sent for Ka’b bin Malik (to do the same, but what he composed did not appeal to the Prophet). He then sent someone to Hassan bin Thabit. As he got into his presence, Hassan said: Now you have called for this lion who strikes (the enemies) with his tail. He then brought out his tongue and began to move it and said: By Him Who has sent you with Truth, I shall tear them with my tongue as the leather is torn. Thereupon Allaah’s Messenger may peace and blessings of Allah be upon him said: Don’t be hasty; let Abu Bakr who has the most knowledge of the lineage of the Quraish draw a distinction for you in regard to my lineage, as my lineage is the same as theirs. Hassan then came to him (Abu Bakr) and after making inquiry (in regard to the lineage of the Prophet) came back to him and said: Oh Allaah’s Messenger, he has drawn a distinction in your lineage (and that of the Quraish). By Him Who has sent you with Truth, I shall draw out from them (your name) as hair is drawn out from the flour. ‘A’isha said: I heard Allaah’s Messenger may peace and blessings of Allah be upon him as saying to Hassan: Verily Ruh-ul- Qudus (the holy angel) would continue to help you so long as you put up a defence on behalf of Allaah and His Messenger”. And she said: I heard Allaah’s Messenger may peace and blessings of Allah be upon him saying: Hassan satirised against them and gave satisfaction to the (Muslims) and silenced (the kuffar).

And here he is, commanding Umar Al Farooq to respond to Abu Sufyan after the battle of Uhud and teaching him what to say. Bukhari narrated in his Sahih on the authority of Baraa ibn Aazib, he said: “We met the Mushrikeen on that day (of the battle of Uhud), and the Prophet may peace and blessings of Allah be upon him positioned a batch of archers and made Abdullah the commander over them..” and he said: “….And Abu Sufyan ascended a high place and said, “Is Muhammad present with the people?” The Prophet said, “Do not answer him”. Abu Sufyan said, “Is the son of Abu Quhafa present with the people?” The Prophet said, “Do not answer him”. Abu Sufyan said, “Is the son of Al Khattab present with the people?” The Prophet said, “Do not answer him”. Abu Sufyan said, “All these people have been killed, for if they were alive, they would have responded”. At that instance, Umar could not help saying, “You have lied, Oh enemy of Allah! Allah has made to remain what will grieve you”. Abu Sufyan said, “Hubal become high”. On that the Prophet may peace and blessings of Allah be upon him said “Reply to him”. They asked, “What should we say?” He replied, “Say, Allah is higher and more exalted”. Abu Sufyan said “We have (the idol) Uzza and there is no Uzza for you”. The Prophet said may peace and blessings of Allah be upon him “Reply to him”. They asked, “What should we say?” He said, “Say: Allah is our patron and you have no patron”. Abu Sufyan said, “(This is) a day in revenge for Badr. And victory in battle comes in turns. You will see some of your dead men mutilated, but neither did I command for this action, nor am I sorry for it.”

And here he is, setting up his Minbar (pulpit) for his poet to say about him and Islam the word of truth. So towards where are they going, those who have abandoned these mighty deeds without paying attention to it?

Indeed from amongst the greatest obligations on the leader is to set aside even if by force, men who will support the truth through speeches just as the fighter establishes the truth by his rifle. And if Jihad was void of this great action, we would not have been able to clarify ourselves nor to reply to our enemies, nor would we have been able to recruit the youth and men who would fill the battlefields and the front lines.

Indeed this is an obligatory work which is based on sufficiency (in numbers), and if the people in Jihad neglected this, then all of them without any exception will be held sinful. It is the equivalent of Jihad and Qitaal (fighting), and it is from Jihad. The Arabs used to hire a singer during journeys, and it was done by the Messenger of Allah may peace and blessings of Allah be upon him. And that is the reason for him saying, “Oh Anjasha, drive slowly (the camels) with the glass vessels (ie. the women)”. Bukhari narrated in Sahih on the authority of Anas bin Malik, “The Messenger may peace and blessings of Allah be upon him was in a journey, and he had with him a black slave who was called Anjasha, who was chanting (singing). So the Prophet may peace and blessings of Allah be upon him said to him, “Beware, oh Anjasha! Drive slowly (the camels) with the glass vessels (women)”. So if men and animals in their journey are in need of that which strengthens them by singing, then does not Jihad need that which strengthen its heart by transmitting the authentic news and scenes which strengthen the heart, and the messages which will make the soul firm?

Then what can be of greater reward than the one who inspires and defends the fighter and spreads his news which brings joy to the Muslim public when listening to his news! Indeed a lot of the truth which the Mujahid works for with his action and knowledge, truly and honestly will be lost and its effect would disappear if it did not have battalions of truth behind him that write about them, and support them. And by Allah! If I say that these people will have a greater reward than many of the Mujahideen who are present in the battlefields, then I would not have exaggerated nor been sinful.

Indeed a lot of our efforts will definitely get wasted and will be stolen by the others if there are no battalions of the media that document them and take them up and spread them with truth and certainty.

And indeed a lot of the lies which we are accused of cannot be fought back except by the strength of the speech and informing the people about it.

And indeed a lot of the youth of Islam will be stolen from us because of the strength of the enemy’s misguided, innovative or Kafir media.

And indeed, how much will we be deprived of the prayers of the sincere ones due to them not knowing our news!

And indeed a lot of the souls will be elevated and be delighted if the people are delighted with their news, and so their souls would rise up to give more offerings, efforts and sacrifices. And when they know that their efforts are being preserved and are moving towards their destination by the support of the truthful Mujahideen, then their souls would be glad to strive, spend and move forward.

In fact, any negligence in the media battle is greater than the negligence of the one fighting in the battlefield. And indeed the mistakes in the media will bring forth evil fruits more than the mistake in the battlefields.

By Allah, the one who stays awake at night doing this work is certainly equal to the one who stays awake at night guarding his brothers in the front lines and the battlefields. And he has a reward similar to that. And he has the reward of the scholar who stays awake at night to do a research for a matter related to the Shareeah and the religion. And if he dies in it while working sincerely and earnestly hoping for the reward, he will surely be raised with his brothers who died under bombardment and rubbles.

And indeed the eye of this person is like the eye that keeps guard in the path of Allah the Most High.

And I say this as an advice to the leaders of Jihad that if a brother is found with these capabilities and he refuses to accept it and work for it proficiently and with excellence, to prevent him from Jihad and Qitaal (fighting), to stop him from his following his personal interests, because if he abandons what he is good at which will benefit Jihad, and goes for an action that those other than him are good at, then it is from the type of following of personal interests, and not intending the Jihad in the religion.

And may Allah guide all to what He loves and is pleased with.

And praise be to Allah, the Lord of all that exists.

Dr Ijaz Rehman “advised to report” ex-wife Reham Khan on UK benefits claim

Pakistani journalist Reham Khan has become infamous for “misinformation” regarding her academic qualifications (or in some cases lack of them). She also made allegations that ex husband Dr Ijaz Rehman had failed to support her and their children financially which was challenged after he provided the necessary paperwork in order to disprove her words and could obtain a solicitor’s letter of verification if required, see following link,

Now there are concerns as to whether Reham may have allegedly claimed money she was not entitled to after she left the UK?

Dr Rehman explained to me,

“when she left the country in late 2012, I was informed by my relatives. I contacted the Police as I should have been consulted as I still had parental rights despite being prevented to see the children and not in touch with them. They said they are unable to take action but I contacted “Fathers for Justice”. They advised me to stop CSA (payments to Child Support Agency) to begin with.

When I got in touch with CSA they said as far as they know she is still in the country and to ring them after a couple of months. When I ran again they said they have not been able to contact her on the phone or by writing so if I wanted to stop payments I can!!!

I said I did not! 

When I rang them about 3 months later they said she has provided a different address but still cannot contact her by phone and has also failed to provide details of schooling of my middle daughter Ridha. So they stopped Ridha payments themselves. They also told me that they get their information about residence of children or their parent from Child Benefit (CB) people so I should report them as she was still drawing the benefit!!!

When I rang CB they said they will only speak to the account holder and I contacted their fraud section. Which I did and obviously she was getting the benefits. They then investigated and stopped after a couple of months and so did CSA.

Yes I reported to the fraud section as I had CB number in old files!!! Sorry for being boring but these are the facts. Can’t give you exact dates but all calls are recorded!!!”

The child benefit was stopped after more than a year she was abroad and was done after the fraud unit was informed??”

According to this statement Reham was investigated and as a result allegedly had payments stopped though it is unlikely a case would proceed against her if warranted as any action would be difficult to enforce given she has left the UK and in a different country and jurisdiction.

The mystery over Reham Khan’s qualifications deepens. Doubts are still being cast with regard to Reham’s degree. She claims to have a Bachelor’s degree from the prestigious Jinnah College for women, University of Peshawar. Dr Ijaz Rehman said, “as far as her education is concerned, I can confirm she was not in Pakistan long enough to have done it (the degree) until December 2005, Whether she could have done it by correspondence or after divorce I can’t say but I never saw her studying?”

It is natural that questions should be asked and answered given how easy it is to acquire a fake degree certificate in Pakistan. Once a person has given some misinformation its difficult to know what to believe.

Reham has alleged she was the victim of domestic abuse going public in a TV interview about her private life though this was denied strongly by Dr Rehman. He continues to raise concerns regarding the suitability of his former wife’s appointment as an Ambassador for Street Children in Khyber Pakhtunkhwa  (KP). This is echoed by an increasing number of PTI supporters loyal to Khan.

Imran Khan, Reham’s husband and Chairman of political party Pakistan Tehreek-e-Insaf (PTI) recently tweeted,

“the constant false propaganda against Reham & our family life is appalling & against our traditional norms. Attacks against my wife must stop.

It is unclear how Khan defines “traditional norms” or whether he was referring to Islam. which has a well defined code of conduct for males and females and does not exclude the elite.

A person going by the name of Ajuyal tweeted to Reham,

“when some one talk about ur past marriage u cry, at the same time ur commenting on (Donald) Trump prev marriages height of hypocrisy”

In KP where PTI came into power following the 2013 elections, the Express Tribune noted in 2014 that PTI “were a lethal blow to the venal aristocratic oligarchy; they brought a party to power that did not stand on aristocracy or family politics”. Are they still doing so or have they succumbed to the old practices of parties they criticise?

Although Reham’s Ambassador role in KP is a voluntary position, qualified and experienced social care workers feel they have been sidelined as the post appeared to be a “one horse race” denying locals the chance to take on this role. They query whether Reham was given the job based on the fact that she is Imran Khan’s wife. Questions have arisen as to whether Reham has any previous experience or qualifications working in a professional social care capacity with vulnerable children and did she go through a background check, important for such a sensitive assignment. As Janan Char Sau Bees tweeted,

“now if Reham Khan was given a an honorary position in Pakistan Weather Presenter association- it would make sense”

At least she has experience working in this field in a professional capacity.

In Pakistan “meritocracy” appears to be frequently sidelined with celebrities often without relevant qualifications being favoured over grassroots workers with years of dedication to their work. Elitism dominates ethical considerations. Qualified professionals explained to me that a person in Pakistan can be appointed simply for having the right connections and that its not what you know but rather who you know making an unequal playing field when applying for posts.

Reham was keen to share allegations against Dr Rehman with the media but both Reham and Khan have failed to respond to financial documents produced by Dr Rehman which detail payments to his ex wife. There is anger from some PTI supporters who state in private they have concerns over Reham’s role and effect on the party but risk being ostracised for airing this issue in public. Although Khan claims she has no role in the party denying family politics, it is unclear in what capacity Reham is attending events and taking on a social work role. As a journalist it would not be unusual to attend events to report but her role is increasing of a political nature with constant references to the policies and practices of PTI… surely a political role?

Reham appears to be splitting the party causing divided loyalties. In addition, some PTI supporters are angry that Jemima Goldsmith the former wife of Khan is now being accused of being behind a campaign to smear the name of Reham. Khan was quick to point out in a tweet,

“Jemima has always been supportive & the idea that she would ever be behind any kind of smear campaign ag Reham is absurd as I told The Mail”

Journalist Mubasher Lucman tweeted to Reham,

“if this is true then really sad and if not then you must sue this publication” but there is no sign of that happening, see also,

Dr Rehman who is now remarried to a doctor, Samavia and has two children to add to the three he has with Reham remains concerned regarding the impact of all this on his family. He alleged,

“Reham is now in a country where she can be appointed an ambassador for street children when her husband does not accept his own daughter these are minor things!!! You can well imagine how she would have manipulated my children for saying the things they said against me at the time of divorce and since!

If she can fool the whole country small children are no problem for her! Now their ideas have converted into delusions!!! Unshakeable!!

She once said, “I can hook up any man in Hull in a few minutes”. I have a witnesses for that. I will leave her character at that for now! IK was a piece of cake for her as she is extremely devious woman!!! I can write a book on that subject!!”

Fans on Reham’s Facebook page that enjoy her “selfies” continue to admire her physical appearance, “Mashallah, looking great” said Zubair Amir Khan while others added, “so cute Reham khan” and “nice babe g”. However Su Mackenzie had a rather stronger message left for Reham saying,

“the gold standard should be that the divorced parents move heaven and earth to continue to have a cordial relationship for the sake of the children and for the sake of humanity. Parents need to ensure that kids don’t take sides and have opportunities to see both parents. It is good parenting to ensure that kids have regard for both parents. It will be a bit rich if a parent is not doing this, but is trying to carve out a political career as champion of street children.”

Reham has avoided answering key questions put to her so far. I was recently blocked after responding to a tweet she made by my querying why people in Pakistan are reluctant to address alleged state torture and extra-judicial killing in custody. She did not appear to appreciate the observation. Imran Khan’s party politics is increasingly under question. With PTI U turns, double standards and the role of his wife in the Party, let’s hope the Khan, Khan partnership doesn’t turn into another Heather Mills, Paul McCartney type drama or the Chairman may find he has bitten off more than he can chew!

PM dodges MPs’ questions on drones policy (Reprieve statement)

The Prime Minister today said he would not discuss with MPs the details of the Government’s targeted killing programme, the existence of which was revealed this week.

On Monday, Mr Cameron revealed that he had ordered several drone strikes in Syria, and was prepared to take similar action elsewhere, saying: “I will always be prepared to take that action, and that’s the case whether the threat is emanating from Libya, Syria or from anywhere else.”

The apparent secret shift to a programme of drone strikes outside of declared warzones has caused concern, with MPs and legal experts calling on the government to reveal the legal advice it has received.

Covert US drone strikes in countries such as Pakistan and Yemen – where the US is not at war– are thought to have resulted in the deaths of hundreds of civilians, and have been criticized as counterproductive by senior military personnel. Research last year by human rights organization Reprieve found that repeated US attempts to target just 41 people resulted in 1,147 deaths.

US military personnel who have criticized the drone programme include Army General Stanley McChrystal, former head of the US military’s Joint Special Operations Command. He told the BBC last year that US strikes cause a “tremendous amount of resentment” in countries such as Yemen, and “what seems like a panacea to the messiness of war is not that at all.”

Commenting, Kat Craig, legal director of Reprieve’s Abuses in Counter-Terrorism team, said:

“The prime minister has adopted wholesale a US-style drone policy, under which he is allowed to use lethal force anywhere around the world without oversight. This is an alarming change in government policy, and crucial questions remain unanswered. What safeguards, if any, are in place? What are the limits of the assassination programme? And has the Prime Minister given any thought at all to criticism levied by top military officers in the US that their own drone programme is flawed, and failing?

“A limited inquiry by the ISC – which has a poor record on holding the government to account – is not good enough. MPs and the public deserve to know the true extent of Cameron’s drone programme.”

UK NGO (Rights Watch UK) to commence legal proceedings in relation to drone strikes, Syria

UK NGO (Rights Watch UK) commences proceedings against Government for failing to publish legal advice justifying drone strikes in Syria (Press Statement)

Rights Watch (UK) has commenced proceedings against the government for its refusal to publish the legal advice which it says provides lawful justification for the killing of three individuals in Syria, including two British citizens.

Rights Watch (UK) has put the government on notice that unless they change their decision and publish the legal Advice within the next seven days, Rights Watch (UK) will issue judicial review proceedings in the High Court against the government.

Yasmine Ahmed, Director of Rights Watch (UK), says of the government’s ongoing refusal to publish the legal Advice:

Currently there is insufficient information in the public domain for the public to know whether the drone strikes that killed three individuals in Syria, including two British citizens, were done lawfully.

These strikes set a dangerous precedent for UK government activity. The UK government can now kill at will with no oversight. If the only oversight for these actions is internal confidential government legal advice, which the British public never gets to see, that is no oversight at all. To take military action in the name of the British public and not fully inform the public about the legal basis for doing so is undemocratic.

It is imperative that the UK government acts with transparency and publishes the legal advice so that the public can see and interrogate the legality of the government’s actions. The last time we did not probe government legal advice, we went to war in Iraq. We must learn from the past, and remember the importance of upholding the rule of law whenever we act in the name of national security.

Hearing tomorrow on execution of mentally-ill Pakistani (Reprieve)

A Pakistani court will tomorrow (8th) decide whether the government should be allowed to execute a severely mentally ill man.

At a hearing in Lahore, lawyers for Khizar Hayat – who has been diagnosed with schizophrenia, and is detained in a hospital cell – will argue that his hanging would be illegal. In June this year, the courts halted an initial government plan to execute Khizar after seeing jail records documenting his severe mental illness. The documents include comments from doctors that Khizar – a former police officer sentenced to death for murder in 2003 – “is suffering from active symptoms of severe psychosis”.

The execution of mentally ill people is prohibited under Pakistani and international law, and the UN Special Rapporteur on the right to health, Dainius Pûras, has condemned plans for Khizar’s execution.

The hearing comes days after the Lahore High Court ordered prison authorities to explain how they would go about hanging Abdul Basit, a prisoner who is paralyzed from the waist down, and who permanently uses a wheelchair. The Punjab Home Department, which oversees the jail, refused to provide the court with details of its plans. Pakistan’s jail manual gives no instructions for the hanging of disabled prisoners, and lawyers for Basit believe that his hanging would constitute cruel and unusual punishment – violating the fundamental right to human dignity enshrined in Pakistan’s Constitution. The Court has yet to issue its judgment.

Pakistan’s 8,500-strong death row is the largest in the world, and the government has hanged over 220 prisoners since resuming executions in December 2014. The authorities’ claims to be targeting only ‘terrorists’ has been repeatedly called into question, most recently by a Reuters investigation which found that the vast majority of those already killed had no links to terrorism.

Commenting, Harriet McCulloch, Deputy Director of Reprieve’s Death Penalty Team, said: “Khizar Hayat is a severely mentally ill man – so much so that he is being held in a hospital cell. It is outrageous that the authorities are trying to rush through his execution, along with so many others. It’s abundantly clear that this wave of executions has little to do with combatting terrorism, and will do nothing to make Pakistan more secure. The government must recognise this, and stop these killings.”
