Islamic Emirate: Military Operations in the Cold Winter and the Orphan peace process….!!

Our countrymen are aware of invaders and the two-headed Kabul Administration fanfare regarding their effort about peace process in our beloved country. Both are making efforts for the obtainment of their nefarious objectives rather than real peace. They want prolongation of contemptible occupation and sanguinary fighting contrary to the aspirations of our people.

The recent activities of the invaders and their surrogates to derail peace process could be summarized in the following sentences which will expose to the public the real face of the enemy:

The deployment of recent military contingents of American troops by the enemy in the battlefield is a big hurdle in the way of peace which has been deliberately deployed. On the other hand, we all know that most of Afghanistan’s areas has severe cold climate during winter season but ceasefire is maintained and implemented in winter season either naturally or automatically during past years of fighting so people lead normal lives in their mud houses without any fear and terror. That calm has been disturbed by the joint enemy in the current year’s cold winter! Someone could take note of the situation in Jozjan and Faryab provinces where the brutal militias of Dostom have turned the cold climate into a burning oven for the local population. On the other hand, in Kunduz and Baghlan provinces civilians are slithering in flames and ethnic cleansing is ongoing. The military situation of Helamand, Kunar and Jalalabad is also intolerable. If someone requires further details, he can visit the official website of surrogate Defense ministry and read daily reports of civilian’s massacre under the name of search operations.

For example, 16th February 2016 report says as following:

Search operations are carried out in different parts of the country. 57 people have been killed and 19 other injured in past 24 hours during joint operations. 30 people killed in Pashtonkot District of Faryab province and…..five people killed in Dasht-e-Archi district of Kunduz province……. 3 people killed in the areas of Charchino district of Uruzgan province and….. 22 people killed in Dand-e-Ghori district of Baghlan province and….. 3 people killed in Khakraiz district of Kandahar province and Achin district of Nangarhar province and….

Invaders as avowed enemies of Afghanistan’s prosperity and development are not inclined to tolerate unity, harmony and peace among Afghans or that the Afghans have an independent and united Islamic system and co-exist in happiness and prosperity. This is the reason that whenever a glimpse of peace emerges, they create hurdles and stymie the peace process in its bud.

But, by the grace of Almighty Allah, now this fact has been understood and accepted at international level that the Afghans want peace in their country. All know that they are tired of the imposed wars at the hands of invaders. They are busy in overt and covert consultation inside and outside the country. Our countrymen are counting every moment for the obtainment of peace and security and looking forward for the establishment of an Islamic system.

Kashmir: Thousands turn out for funeral prayers of militant Dawood Sheikh, more youth harmed due to ongoing conflict

Crowds turned out in force today to participate in funeral prayers for Dawood Ahmad Sheikh, (age 21) from Kaimoh town, Kulgam district, Indian Occupied Kashmir. The 21 year old militant was one of the “most wanted” fighters and died during a gunfight with Indian forces at Buchoora village. He was alleged to be a close associate of Burhan Wani a separatist Kashmir rebel and Commander of Hizb -ul-Mujahideen known for his video appearances inciting “holy war” who has Rs 10 Lakhs bounty on his head.

Shops and business closed down in the vicinity as thousands followed those carrying his body. His mother said she is proud of her son that he had died a martyr proclaiming, “today he has attained the purpose of his life.”

According to Greater Kashmir,

“The SP (Superintendent of Police) claimed that Dawood was “involved in killings of retired DSP, Bashir Ahmad of Ashmuji, Territorial Army man Gowhar Ahmad Matoo in Khudwani area of Kaimoh, Sarpanch and also involved in attacks on security forces.”

Dawood, according to police sources, was a listed as category A+++ militant.!

There were reports of clashes with police, teargas and pellets used and injuries reported.

Pakistan: TTP JA claim responsibility for blast at Shabqadar sessions court, retaliation for hanging of Qadri

Pakistan Tehreek -e -Taliban Jamaat -ul-Ahrar (TTP JA) have claimed responsibility for a suicide bomb attack on a sessions court in the Shabqadar area of Charsadda in which at least 15 people were killed and over 2 dozen others including women and children injured. Shabqadar is close to Mohmand tribal district, where the group are known to have a strong base though Pakistan military have been engaged in operation Zarb -e-Asb since June 2014 to clear the region of militants.

Khalid Khan a Pakistani cyber journalist reported that one man, “Noor Mohammad, lost his 5 year old child in Charsadda suicide blast today.” According to Express Tribune, “upon being asked to justify killing innocent civilians, the spokesperson replied, ‘we have not killed civilians. The court and judges were our target as their practices are un-Islamic.’”

Local media said vehicles were set ablaze and policemen were among the victims. The Nation stated,

“Reports suggest that the apparent suicide bomber was forestalled by a security official as he tried to enter the court premises. This prompted policemen to fire at the attacker, following which he blew himself up.

Eyewitnesses reveal that firing was heard after a loud blast. ‘The sound of the blast could be heard miles away,’ an eyewitness told Waqt News.”

The wounded were taken to the Tehsil hospital and the Lady Reading Hospital in Peshawar.

TTP JA spokesperson Ehsanullah Ehsan sent a statement to media saying they claim responsibility for the attack on Sessions court at Shabqadar as a protest for these courts sentencing innocent people to jail and for punishment through hanging. The attack is in revenge for the shahadat of Mumtaz Qadri.

Qadri was hung recently for the shooting and killing of Punjab Governor Salman Taseer in January 2011. Taseer had challenged blasphemy laws and highlighted his support for a Christian woman Asia Bibi who was charged with allegedly desecrating the Quran. Opponents of the law claim it is sometimes misused in personal revenge attacks against individuals. According to CNN Taseer wanted the law “changed in such a way that if you insult any prophet, no matter who he is, then that is a criminal offense. But certainly not punishable by death.” The issue raised great controversy. Qadri was viewed by some to be a hero with his hanging inciting protests across Pakistan.

AAP reported Prime Minister Muhammad Nawaz Sharif who condemned the attack stating,

“The nation stands united in its commitment to wipe out this menace from our soil.

Those who embraced martyrdom in the line of duty sacrificed their lives today to safeguard a peaceful tomorrow for our future generations and they deserve gratitude and recognition of the highest degree.”

Pakistan: Taliban (TTP JA) posts fatwa rejecting polio vaccine and cites behaviour of CIA

Pakistan Tehreek-e-Taliban Jamaat- ul -Ahrar (TTP JA) have reiterated their rejection of the polio vaccination by posting a video and fatwa on social media via their spokesperson Ehsanullah Ehsan.

The poliomyelitis (polio) virus causes temporary or permanent paralysis, which can be life-threatening. As there is no cure, vaccinating all children under 5 is considered by health experts to best safety measure for prevention. It is unclear if the content released by TTP JA is a new statement or refers to past Taliban media releases on polio. Al Mustafti Dr Abu Abida al Islamabadi gives his opinion on the subject and the following is stated, (English translation via RA),

“When I was young I got polio. My biggest sense of loss is that I cannot fight alongside the Taliban. However, I can still make myself useful but making crackers, filling explosive bombs and making suicide vests. You might say that my parents did not give me the polio drops but no, I was given the drops and despite this I got polio. You may not be aware but the polio vaccine is actually drops with the polio virus that are given in your body. These polio drops are manufactured from African monkey kidneys and you all know kidneys are for making urine. These monkey kidney also transmit other monkey diseases into our bodies including AIDS and polio. Some of our Muslim brothers were targeted and arrested by the establishment for not allowing the giving of polio to children. We would like to tell them to approach the Taliban representatives in your area and we vow to safeguard and protect you even at the cost of our lives.”

There is also reference to the CIA using the vaccination programme in Pakistan for their own ends via Dr Shakil Afridi. The intention was to use this as a cover during their operation to locate and kill Osama Bin Laden so CIA could obtain DNA to ensure they had the right person. TTP JA now claim the programme is a conspiracy that government infidels are following for America and it will be harmful to locals.

Back in 2013 Ehsanullah told me, “Sister, we are not opposed to healthcare per se but have to take certain measures to curtail spy operations carried out undercover. We simply cannot ignore spy operations under their cover. Our enemies want to vaccinate our children before droning them.” He also pointed out that it was drones and the Pakistan army killing children in the Tribal Areas adding, “the present world order that kills 30,000 children every day wants to vaccinate children – children they will kill later on anyway. There are many Shakil Afridis and collaborating NGOs on the ground. When your house is raided, you fight. Vaccinations and green tea afterwards.”

Islamic Emirate of Afghanistan stance on polio vaccination

The stance of the Islamic Emirate of Afghanistan (IEA) on polio differs to that of TTP JA. The Afghan Taliban are generally supportive of polio programmes providing they fall within Islamic principles, see following statement,

I raised the difference in opinion with Ehsanullah who stated, “this is the official statement of TTP JA against polio and TTP JA is independent in our strategies. Video with a fatwa reflects the Islam.”

Situation in Pakistan

End Polio Website states, “Pakistan accounted for 86% of the global wild poliovirus (WPV) case count in 2014. Pakistan is the only country to have reported a dramatic increase in cases last year. In 2014, polio affected forty-four districts (23 in 2013) from three provinces/areas.”

Yesterday’s statement will cause alarm for polio workers and may lead to a tightening of security. Health staff and those protecting them on the ground have being threatened and even killed.

Key elements and strategies of the plan are in this document, in detail, which includes both refinements of existing strategies and the incorporation of innovative approaches. The underlying assumption of the 2015 Pakistan NEAP is that “all children anywhere in the country can be reached.”

Regarding concerns over risks, very little in life is entirely risk free, the question is whether the benefits outweigh the risks. Every time a person get in a car there is a risk of an accident but vehicles are not banned. India is now polio free. Baby Centre website which gives guidance to mothers in India states “about one in 2.4 million people who receive Oral Polio Vaccine (OPV) – which is a live, but diluted, virus – may contract polio. This is not the case with Injected Polio V (IPV) as it is inactivated” see following link,

Regarding the question whether the polio vaccination is un- Islamic? In 2014, Arab News reported a meeting of the Islamic Advisory Group (IAG) held in Jeddah to review the global polio situation where this issue was addressed. They stated,

“Abbas Shuman, representative of the grand mufti of Al-Azhar, said that Shariah allows the use of drugs to protect against epidemic diseases. The Islamic Shariah has ordered that we protect five key objectives from harm: life, religion, faith, honor and natural resources.
‘It is everyone’s duty to protect the life and health of human beings. The attacks on health workers and facilities must be stopped. The health of all children is at risk if health workers and health facilities are attacked so it is everyone’s duty to protect children from polio or any epidemic diseases as going against this will be a sin. Therefore, parents should take their children for vaccination,’ he said.”

Afghanistan: Statement of Islamic Emirate concerning non-participation by delegates of Islamic Emirate in upcoming QCG meetings

On the one hand America is deploying fresh troops to Afghanistan, is carrying out airstrikes in various areas and partaking in night raids and on the other the Kabul administration has expanded operations in multiple provinces, displaced thousands of families from their homes in this cold winter and at the same time intensified propaganda about negotiations and Quadrilateral Coordination Group meetings. These two conflicting activities have begun as the Political Office of Islamic Emirate has not been kept informed about negotiations from the onset and neither have the requests of known Afghan personalities been paid any heed.

At the same time rumors are being circulated that delegates of Islamic Emirate will be participating in the upcoming meetings with the permission of the esteemed Amir ul Mumineen, Mullah Akhtar Muhammad Mansoor (may Allah safeguard him).

We reject all such rumors and unequivocally state that the esteemed leader of Islamic Emirate has not authorized anyone to participate in this meeting and neither has the Leadership Council of Islamic Emirate decided to partake in it. Just as the Islamic Emirate made clear during the Pugwash conference, it once again reiterates its policy that unless the occupation of Afghanistan is ended, black lists eliminated and innocent prisoners freed, such futile misleading negotiations will not bear any results. We also call on the media to avoid publishing baseless hollow reports and stop attributing news to the Islamic Emirate which has not been confirmed by the official spokespersons and Political Office of the Islamic Emirate.

Islamic Emirate: The enemy facing defeat on all fronts

Due to the indefatigable endeavors and peerless sacrifices of the courageous Mujahidin of the Islamic Emirate, the nervous enemy is on the verge of decisive defeat throughout the country. Having lost the stamina of practical encounters, the timid enemy has accelerated its propaganda campaign for the sake of boosting the morale of its frustrated armed forces.

With the initiation of winter season in our country, the stooge officials of puppet regime in Kabul were jubilant that it would provide them a chance to regain the areas lost in the previous summer season. With this perception, the mercenary forces launched wide range military operations against Mujahidin in various parts of the country. Their infantries backed by air-force and heavy artillery were in-vain as the enemy failed to achieve any of its malicious objectives and faced humiliating defeat and deep embarrassment.

For instance, the mercenary forces of stooge regime launched huge military operations in central Baghlan, Dand-i-Ghori and Dand-i-Shahabuddin areas of Baghlan province last month. Instead of making any significant progress in the battle-field, they suffered colossal financial losses and casualties and were pushed back on all fronts.

The embarrassed enemy then resorted to brutalizing the vulnerable civilian people. Densely populated areas were indiscriminately bombed and hit by missiles. On the basis of latest information, at least one thousand ordinary countrymen have been martyred and injured. Nearly 17,000 families left the areas as their houses, mosques, educational institutions and even villages were completely demolished and leveled to the ground.

In the upper north, the enemy launched its military operation with great fanfare and show in Dasht-i-Archi, Ali Abad, Char Dara and Imam Sahib districts of Kunduz province, but they were again defeated with heavy financial and corporeal losses.

In Badakhshan province even though it was a chilly winter season, the courageous Mujahidin of the Islamic Emirate executed successful and wide range attacks on various military centers and bases of stooge enemy in which several military check-posts and vast areas were liberated and huge amount of light and heavy weapons and other equipment was confiscated by Mujahidin.

In Qushtepa district of Jowzjan province, the enemy forces were led by the notorious warlord General Dostam. Though he was very proud of his might and influence in the region but after successive setbacks he lost both his arrogance and numerous militiamen therefore, after spending a short time in Jowzjan, he left the area and fled to Faryab. He once again failed and was confronted by the though resistance of courageous Mujahidin of the Islamic Emirate, who successfully liberated the strategic Khawaja Musa district even despite the presence of this arrogant but in reality a coward general.

Down in the south, another conceited general ‘Abdul Jabbar Qahraman’ (i.e. the hero or champion), the equal and ideal of general Dostam, vowed to combat and defeat Mujahidin. He bragged to the media but after losing tens of his mercenary fighters in a successful ambush of Mujahidin in Sangin and Chanjir areas of Helmand, he immediately evacuated his military bases in Nowzad and Musa Kala districts. It was fascinating when this general, after testing the strength and determination of heroic Mujahidin, took a U-turn and announced that the issue of Helmand cannot be solved militarily rather it should be solved by peaceful negotiations.

On the other hand, Kharkhordi district of Urzgan province, which was under siege for long time, was completely conquered and liberated by Mujahidin, inflicting heavy losses and casualties on the stooge enemy.

Overall the enemy was thoroughly defeated in all parts of the country during the winter season in the well-planned successful Jihadi operations. The devoted Mujahidin of the Islamic Emirate not only managed to defend areas under their control but also liberated more districts with the benevolence of Almighty Allah and the incessant support of Muslim, Mujahid and freedom loving people of our homeland. And the day is not far off when Islamic Sharia, peace and stability and the sovereignty of our beloved homeland will be restored!!! Insha-Allah (God-willing).

On February 23, 1991 in the Kupwara District of Indian Occupied Kashmir, a group of soldiers belonging to the 4th Rajputana Rifles conducted a cordon-and-search operation in the twin villages of Kunan and Poshpora allegedly embarking on an orgy of rape and torture against the women and men who lived in these communities. Ifrah agreed to be interviewed regarding her journey to uncover their stories and document findings in the recently released book, “Do You Remember Kunan Poshpora?”

1)      Please introduce yourself and tell readers where you are based?

My name is Ifrah Butt. I am a student, 24 years old pursuing, MA in International Relations from Islamic University of Science and Technology. I live in Srinagar.

2)      When did you first hear about Kunan Poshpora, please explain what happened there?

I had a faint idea about a place named Kunan Poshpora where ‘something’ had happened. But I was not aware about the severity of the incident and came to know about it while working on a project on Sexual Violence in J&K State with a local Human Rights Group Jammu and Kashmir Coalition of Civil Society (JKCCS).

Kunan and Poshpora are two hamlets located few meters away from each other in Kashmir Valley’s Kupwara District. In 1991 when armed rebellion was at its peak, troopers of 4 Rajputana Rifles of the Indian Army’s 68 Mountain Brigade raided Kunan and Poshpora villages on the interviewing night of 23/24 February. They forced the men out of their homes and locked them up in two houses and a local school in Kunan. Some of the troopers barged into houses and raped women and children. At least 50 women were reportedly raped that night by the Army men. However, minors and unmarried girls were reluctant to get their medical examination done due to social stigma.

The villages were under cordon for a week and no movement was allowed. When the cordon was lifted, the village men approached the Deputy Commissioner and an FIR was lodged on 8th March 1991. No steps had been taken so far. On 15 March 1991 first round of Medical Examinations was conducted on 18 women all of whom showed evidence of rape, healing abrasions etc. On 21 March 1991 second round of Medical examinations was conducted on 14 women, again showing evidence of rape, healing injuries etc.

In September 1991, Director, Prosecutions informed the Superintendent of Police, Kupwara that the case of Kunan and Poshpora is ‘un-fit for launching criminal prosecution’. Jammu and Kashmir Police closed the case as “untraced”, but did not file its closure report before the Magistrate as required.

The survivors however did not stop their struggle. Between 2004-2011 about 39 survivors of Kunan and Poshpora event approached State Human Rights Commission (SHRC), in several petitions, as groups and as individuals. 5 women had died so far, two of them due to continuous vaginal bleeding, after their rapes, which did not stop despite treatment. Reportedly, 15 of the rape survivors had to undergo hysterectomy-surgeries to remove their uteruses. SHRC issued a final decision on case recommending:

  1. Monetary relief,
  2. Criminal prosecutions of accused
  3. Criminal prosecution of officers responsible for the cover up.

3)      How did you and your 4 other co-authors first become involved in exploring this tragedy?

Samreen and I were working in JKCCS when we came to know about the details of this incident. We decided to file a Public Interest Litigation (PIL) in the High Court and talked to our friends about joining the PIL. 50 women in the age group 21-60 signed the petition.

The 4 co-authors were a part of the 50 women group.

4)      How did you gain the trust of the victims?

After we filed the PIL in April 2013 we decided to meet the survivors of the mass rape and torture incident. On 7th May we went to the villages in a group of around 11 women. The villagers met us optimistically and said that for the first time people had come to meet them after doing something for them (we went there after we filed the PIL). They showed lack of enthusiasm because media has time and again used their narratives but at the same time were delighted that we had taken a big step on their behalf.

5)       What was your aim in writing the book?

We wanted to present a holistic picture of this incident. Not many people know that the survivors of Kunan Poshpora mass rape and torture incident have been fighting against the state since last 25 years.

People thought that the incident happened in 1991 and was buried under the cover ups by the State.

Also we want to pass the massage that our perpetrators and occupiers cannot go scot free. They are accountable to us and our memory is the biggest weapon we have against them.

6)      What practical issues did you face researching an incident that occurred 25 years ago?

The most clamant issue was the struggle people had to do with their memories. Our memories are remade by the passage of time. The trauma of some events also affects our ability to form memories. We met people who were afraid to confront the State, talk about the pain for shame or fear of repercussions, the consequences that follow when they speak. We had to motivate these people to speak up so that no such incident is repeated in future.

7)      What reaction have you had from Kashmiris?

Most of the people encouraged us and were happy with our work but there were some people who were trying to intimidate us by saying we cannot confront the Indian Army, our future will be lost to darkness.

8)      How have you been treated by Indian authorities?

When we visited the Kupwara Sessions Court the Army Counsel would try to look down on us and ask us why we were visiting the Court. But his remarks never had any effects on us.

9)      You recently launched your book, “Do You Remember Kunan Poshpora?” please describe this event and what you achieved?

The book was released at a jam packed hall and the participants were activists, students, media persons and local Kashmiris. By this book release we made sure that Indian Government envisions its future in Kashmir. We wanted them to know that the new generation of Kashmir is quite aware about the atrocities that India has committed here.

10)   How has the book helped the survivors of Kunan Poshpora?

The book gives every detail of the incident and within the ambit of law describes how the Indian Army used rape as a war weapon to humiliate the Kashmiri society.

11)   What do you hope readers will take-away from reading your book?

We hope that readers’ particularly Indian readers will realize that the event of Kunan Poshpora was not a hoax or orchestrated lies. The book also describes how the Indian State has provided impunity to armed forces for every wrongdoing in J&K.

12)   How will you continue your fight for truth and justice?

We will continue to fight for justice in the most authorized way.

Right from the time of filing the PIL we have set out the facts, identified the laws under which the court is being asked to intervene and suggested a course of action for the court to consider.

13)   What would be the best outcome for survivors of this tragedy?

We expect that the State will acknowledge this incident and order re-investigation of the case and punish not the perpetrators of this crime but also those who were involved in the cover up of this case.

UN expert condemns executions as ‘tantamount to torture’ (Reprieve statement)

The United Nations’ expert on torture has condemned the use of the death penalty in countries including Saudi Arabia, Egypt and Iran, saying executions are “tantamount to torture”, and barred by international law.

In his annual report to the UN’s Human Rights Council, the Special Rapporteur on Torture, Juan Mendez, criticized several countries for their increased use of death sentences and executions, saying it was becoming clear that the practice amounts to torture, and is a breach of international law. Mr Mendez raised particular concerns over the execution of juveniles in countries such as Saudi Arabia, as well as the use of the death penalty in relation to political protests or drug offences.

In Saudi Arabia, Mr Mendez “expressed grave concerns” about the planned execution of Dawoud al-Marhoon, who was a juvenile when he was arrested at a 2012 Saudi political protest. Dawoud is currently held with two other juveniles, Ali al-Nimr and Abdullah al-Zaher; all three were sentenced to death on the basis of ‘confessions’ extracted under torture.

In Egypt – where, since taking power in 2013, the government has handed down hundreds of death sentences to political protestors – Mr Mendez “strongly urge[d]” the authorities “to refrain from executing” 188 people who were sentenced to death in a recent mass trial. International human rights organization Reprieve has previously raised concerns over the use of the death penalty, torture and mass trials in Egypt, including in the case of Irish teenager Ibrahim Halawa. Mr Mendez called on the government to end the use of torture, and to “refrain from, and abolish” the death penalty overall.

The expert report also includes concerns over the case of British man Andargachew ‘Andy’ Tsege, who was sentenced to death in absentia in 2009 in Ethiopia, and subsequently kidnapped and rendered to the country in 2014. Mr Tsege has been prevented from accessing his family, a lawyer or regular UK consular assistance. In today’s report, Mr Mendez condemned the Ethiopian government for “subjecting Mr. Tsege to torture, ill-treatment, prolonged solitary confinement and incommunicado detention”, for “denying him access to adequate medical care and legal process”, and for “sentencing him to death without due process for a non-violent crime.” Reprieve has urged the British government to do more to secure Mr Tsege’s release.

Mr Mendez also raised fears over the use of the death penalty in Iran, where it was revealed today that the authorities are planning to execute some 100 prisoners convicted of alleged drug offences.  Iran is among the world’s most prolific executioners, and in recent years the government has hanged large numbers of people for non-violent drug offences – including juveniles and political protestors. Reprieve has called on the UN Office on Drugs and Crime – which oversees funding for Iran’s drug police – to end its support until the government calls a halt to drug-related executions.

Commenting, Maya Foa, head of the death penalty team at Reprieve, said: “This report makes it very clear – the death penalty is illegal, immoral and ineffective, and should be consigned to history. Governments that use sweeping death sentences, alongside torture and arbitrary detention, to crush dissent – including Saudi Arabia, Iran, Pakistan, Egypt and Ethiopia – must take note. Meanwhile, other countries must strongly urge an end to executions, once and for all.”

Islamic Emirate: 32 killed and wounded as key post overrun in Babaji

HELMAND, Mar. 04 – Amid the ongoing annual ‘Azm’ campaign, Mujahideen of Islamic Emirate launched coordinated attacks at 11:00 pm last night on an enemy battalion base and a large check post located in Babaji district’s Kofki area.

The attack in which heavy and light weapons were used resulted in the check post completely overrun and all the guard towers of the battalion destroyed as well as 32 hirelings killed and wounded.

All praise is due to Allah alone, no Mujahideen were harmed in the operation whereas 2 US machine guns, 3 US rifles, a US sniper, 3000 small arms rounds, 5 82mm artillery rounds and a sizable amount of other equipment was recovered from the scene.

Iran: 100 Iranian prisoners told to prepare for mass execution (Reprieve statement)

100 prisoners in Ghezel Hessar prison, Iran, have been told to prepare for impending execution following a pause in hangings ahead of last week’s parliamentary elections. All of the prisoners face execution for alleged drug offences.

The news comes after the UN recently announced a new $20 million funding deal to support Iranian drug enforcement operations. It now faces calls to cancel the funding unless Iran pledges not to proceed with the hangings.

The impending executions were confirmed by a prosecutor from one of the country’s revolutionary courts who, according to the Iranian NGO Iran Human Rights, delivered the news in the prison, in northern Iran, earlier this week. The 100 prisoners – who had not been given the right to appeal their convictions – were told that the country’s Supreme Court had upheld their sentences.

Iran has the world’s highest per capita execution rate, and alleged drug offenders make up the majority of people hanged. Last year saw a near-doubling in the country’s rate of drug-related executions, and last week an Iranian official revealed that in one village, all adult men had been executed on drug-related charges.

People executed in Iran for drug-related offences have included juveniles such as 15 year old Afghan refugee Jannat Mir, and political protestors such as Dutch national Zahra Bahrami. According to recent reports, at least one juvenile offender, Mohammed Ali Zehi, is currently awaiting execution for alleged narcotics offences.

In December 2015, the United Nations Office on Drugs and Crime (UNODC) announced a four-year funding deal for Iran’s drug police. The deal is reported to be worth $20 million, and represents a doubling in existing international funding to Iranian drug enforcement operations. The European Union helped to negotiate the deal, and countries including the UK and Austria have recently expressed a desire to cooperate more closely with Iran on drug operations.

The UNODC’s own human rights policy stipulates that “If, following requests for guarantees and high-level political intervention, executions for drug related offences continue, UNODC may have no choice but to employ a temporary freeze or withdrawal of support”. However, the agency’s own evaluation of its most recent Iranian funding programme found that “no action has been taken yet in line with UNODC guidance”.

International human rights organization Reprieve and Iran Human Rights have called for the UN to freeze counter-narcotics funding to Iran unless the country pledges to halt drug-related executions.

Commenting, Maya Foa, head of the death penalty team at Reprieve, said: “Atrocities like these are the one tangible return on the UN’s investment in Iranian drug raids -the funding has yielded no discernible reduction in drug trafficking. Iran’s spree of drug-related hangings is based on unfair trials and forced ‘confessions’, and its main victims are innocent scapegoats and vulnerable people who’ve been exploited as drug mules. It’s time for the UN’s drugs agency to abide by its published policy, and freeze funding for Iran’s drug police until the country halts these hangings.”

Mahmood Amiry Moghaddam, Founder and Executive Director of Iran Human Rights, said: “We call on European countries to use their improved relations with Iran to stop the arbitrary executions of these prisoners, and to push for a moratorium on the death penalty for drug offences. It is time for Europe to show that their improved relations with Iran will also benefit human rights.”
