URUZGAN, Mar. 09 – Reports from Chahr Chino district say that 18 police officers including Ali Muhammad repented their mistakes and surrendered to Mujahideen of Islamic Emirate over the past 3 days.

The said group also brought in 2 PKM machine guns, 8 Ak rifles and 2 motorbikes and vowed to to never work for the stooge regime again while continuing their support for the Islamic Emirate.

Islamic Emirate: Local armed militiamen repelled in Marjah

On Sunday May 08, heavy clashes broke out against local Arbaki militiamen and armed bandits in Trekh Nawar region of Marjah district in which many gunmen were killed and the rest repelled. This fighting was not infighting between Taliban as portrayed by some media outlets rather it was against bandits newly armed by Jabbar Qahraman. There is currently no fighting in the area and the entire region has been cleansed from these newly formed bandits.

UK: Ministers risk murder prosecution for drone strikes, MPs warn (Reprieve statement)

An influential committee of Parliamentarians has today [Tuesday] called on the British Government to “urgently” clarify its legal position on drone strikes, warning that its policy “may expose…Ministers to the risk of criminal prosecution for murder.”

A new report from the Joint Committee on Human Rights (JCHR) also states that the Defence Secretary, in evidence given to the committee, demonstrated a “misunderstanding of the legal frameworks that apply” to the use of armed drones outside of warzones.

The report,  titled ‘The Government’s policy on the use of drones for targeted killing,’ warns that the UK’s own policy of targeted killing – announced as a “new departure” by the Prime Minister last year – may “end up in the same place as the US policy,” despite ministers’ claims to the contrary.

The US covert drone programme, undertaken by secretive agencies such as the CIA, has proved controversial as it is carried out in countries where America is not at war.  The programme is estimated to have resulted in the deaths of hundreds of civilians, but is shrouded in secrecy to the point where the US Government has yet to officially  acknowledge its existence. It has been described as a “failed strategy” by General Michael Flynn, the former head of the Defense Intelligence Agency under President Obama.

Last September, David Cameron announced that a “targeted strike” had been carried out in “a country where we are not involved in a war,” and admitted that this was “the first time in modern times” that this had happened.  The British Government has since sought to distance itself from any suggestion that it is following the US model of ‘targeted killing,’ but it refused to answer repeated questions by MPs and the Committee as to whether it, like the US, was maintaining its own ‘Kill List’ of individuals set for targeting.

The Committee says that it is “disappointed…by the Government’s failure to answer a number of important questions,”  and criticises “contradictions and inconsistencies in the Government’s account of its policy, which have given rise to confusion.”

Jennifer Gibson, a staff attorney at international human rights NGO Reprieve who gave evidence to the Committee, said: “This report is a wake-up call. Not only does the committee raise troubling questions about whether the Government ‘misunderstood’ the legal frameworks that apply, but it warns they may be at risk of prosecution for murder as a result.

“The UK’s silence in the face of repeated questioning by the committee only further reinforces the very real danger that the UK is following the US down the slippery slope of kill lists and targeted killings. This is alarming, given the CIA’s secret drone war has killed hundreds of civilians and been described as a ‘failed strategy’ by Obama’s own former head of defence intelligence.”

Islamic Emirate: Taking vengeance from the prisoners is the sign of cowardice and downfall!!

According to a survey, nearly two hundred thousand of our innocent countrymen have been incarcerated by the brutal foreign invaders and its internal stooge regime during the last fifteen years in their raids and night operations. Most of these prisoners are brutally tortured, having no precedence in the civilized history of mankind.

Over the previous one and a half decade, the brutal American soldiers raided the homes of innocent defenseless Afghan civilians and violated their sanctity and dignity in the darkness of nights without having any reliable information. In most cases, the main entrances of houses were blown up with bombs, the children, women and elderly barbarically awakened and forced out of their homes in the chilly cold winter season. Later black masks were worn to the elderly and then taken away either to Bagram, Kandahar or any other of the numerous known and unknown detention centers.

Inside the prisoners, the brutal American investigators used to present hundreds of mind boggling questions to each prisoner e.g. information about the head of Internal Jihadi Organization Al-Qaida, its members and their activities etc. They were asked questions about the late founder and leader of the Islamic Emirate, his colleagues and their whereabouts. This as most of the oppressed prisoners did not even know what ‘Al-Qaida’ was?

For the sake of large sums of American dollars and various other privileges, the spies of the stooge regime in Kabul used to introduce ordinary prisoners as ‘Al-Qaida’ members and high-ranking commanders of the Islamic Emirate, they were then brutally tortured for several years on the basis of unfounded accusations. After two, three or even five years and under the American supervision, a judge used to decide that the prisoner should be set free for after being declared innocent.

Similarly the so called national security and various other savage departments of the stooge Kabul regime have committed felonies and violations of basic human rights in the last one a half decade by looting, detaining, beating and brutally torturing these innocent detainees, crimes which can never be erased from the minds and memories of any vigilant, sincere and patriotic Afghan.

The cruelty of national security and other criminal and judicial organs was that the detainee used to be tortured si ruthlessly during the investigations – especially by tenth and a few other directorates – that he would become handicapped for life. The prisoner would then be sent to the notorious Pul-i-Charkhi prison for further investigations and trials.

The so called court of cassation would then demand huge bribes from the families of the detainees through their mediators and the families would end up selling their houses, property, other valuables and even borrow money to fill the stomachs of judges and various other related stooge officials.

The detainees who could not arrange the required amount of money or bribes are still behind the bars and living a desperate life of hopelessness under the savage and inhumane conditions imposed by the brutal stooge officials.

So now – to conceal its defeat and deviate public opinion from the rapid progress of ‘Omari Jihadi Operations’ recently launched by the Islamic Emirate – the corrupt crumbling puppet Kabul regime has announced capital punishment for prisoners who failed to pay the required amount of bribes and grafts for their release.

The stooge officials of the puppet regime in Kabul should realize that their recent conduct with these vulnerable and oppressed Afghan prisoners can never amount to bravery or success rather it proves that they have lost their strength and will to confront the courageous Mujahidin of the Islamic Emirate. Therefore they now seek to take vengeance from prisoners who have been living under their tyranny and could not fulfil the huge demands of these gluttonous officials!!!

Afghanistan: Remarks by spokesman of Islamic Emirate concerning execution of 6 imprisoned Mujahideen

Among the believers are men who have been true to their covenant with Allah, of them some have fulfilled their obligations (been martyred), and some of them are still waiting, but they have never changed in the least. {33 : 23}

Today the Kabul administration carried out its vindictive barbarity and spinelessly martyred 6 defenseless Mujahideen inmates after forcing them out of their prison cells, surely to Allah we belong and to Him is the return.

We condemn this cowardly act of the enemy in the strongest of terms. Martyrdom is the ultimate desire of all of our Mujahideen and the enemy cannot hope to achieve its malicious objectives by committing such actions. If anyone was able to achieve success through martyring individuals, surely the communists would now be rulers of not only Afghanistan but the entire region.

From now onwards, Allah willing, the Mujahideen shall make all enemy bodies involved in martyring Mujahideen inmates as their top priority during military planning. They will not be allowed to breathe peacefully nor will they ever be able to feel security.

We have thousands of fully armed martyrdom seekers awaiting to take revenge, we shall never relinquish our turn.

We congratulate the families of the martyred for this glorious honor of their sons being sacrificed in the path of Allah and not having bowed to the invaders and their lackeys in humiliation and shame. We ask Allah Almighty to grant the martyrs high ranks, and intercession for their families, relatives and friends. May Allah bestow patience upon them all and reward them immensely.

Islamic Emirate: Open letter by the families of vulnerable prisoners to the UN and Secretary General of NATO concerning appalling treatment of detainees

Following the American invasion of Afghanistan, the thousands of Afghans imprisoned by foreigners and their internal supporters – on grounds of suspicion or due to accusations of their father, brother, friend or some other relative being a Mujahid – have had none of their rights given to them and their human dignity has repeatedly been violated.

Torture of detainees, inhumane treatment and killings under suspicious circumstances have been taking place since the onset of the invasion, documented reports about which have been published by international organizations at various intervals over the past one and a half decade. The shocking treatment of prisoners by the vicious Kabul regime and the US has only intensified while the silence and indifference displayed by the international humanitarian organizations and responsible entities towards these actions are encouraging the perpetrators of torture and their horrific treatment of prisoners has reached its climax under an organized program.

Since respect for human dignity and upholding rights of the vulnerable is a universally accepted value that must not be sacrificed for political gambit or due to war conditions, therefore we remind the United Nations and General Secretary of NATO to prevent the atrocious illegal actions of the Kabul administration towards prisoners and to not remain apathetic. At this very moment hundreds of individuals are being held behind bars whose terms of sentence have either expired or who are not supposed to be imprisoned in the first place such as the elderly and people with terminal illnesses. Moreover many cruel commanders appointed by the Kabul administration throughout the country operate secret cells where they imprison both students of modern and religious sciences, laborers, skilled workers as well as businessmen. They are later either freed in return for large sums of cash or killed under suspicious circumstances with the bodies of most displaying clear signs of torture. We have documented evidence about kidnapping, murder, torture, operation of black prison sites and even detainees forced out of prisons and killed at the hands of the Kabul administration and US special operating forces, actions which are remarkably similar to those of the Nazi Germans. Some of these episodes have also been documented by International Committee of the Red Cross (ICRC) as well as local and international humanitarian organizations.

The families of detainees – as the inheritors of this nations vulnerable prisoners – want humane treatment for their relatives in light of Islamic and humanitarian principles and strongly demand compliance of all their due rights.

Such horrific behavior of the Kabul administration towards defenseless prisoners will never be acceptable for us. We consider it a black mark on the forehead of humanitarian community as all humanity bear witness to such barbaric treatment of a destitute group of people, as their human dignity is toyed with and the international humanitarian organizations feel no sense of responsibility.

The United Nations specifically UNAMA and NATO – who have created this administration, supported it politically and militarily and have backed and administered it – bear full responsibility for this tyranny of the Kabul administration and this issue is their humanitarian responsibility. They must give clarity in this regard and break their silence about the ongoing inhumane and illegal treatment of prisoners. Humanitarian law must not become victim of politics and neither must anyone be afforded an opportunity to step on human rights and humanitarian principles for political and personal gain.

The Kabul administration thinks it can weaken the ongoing resistance and struggle for independence of the Afghan nation through such savagery but if the past one and a half decade have proven anything it is that this nation will not abandon their just claim due to force and terror. If the Afghan nation could have ever yielded to terror then they would have done so in the face of barbarity and oppression of the communists. And this reality must also be realized by the Kabul administration and its foreign backers who still envision victory through the use of force and torture.

Islamic Emirate: Invaders and Kabul regime are responsible for 78% civilian casualties

Department for the Prevention of Civilian Casualties of the Islamic Emirate published report on civilian losses caused during the first four months of 2016. In this report detailed information is provided about civilian losses caused at the hands of foreign invaders, the puppet Kabul regime, unknown armed men, Mujahidin and in internal fighting.

This report says that 106 incidents of civilian casualties have been registered during previous four months of 2016 in which 640 persons have been martyred and 1378 others injured, bringing the total of killed and injured to 2027 civilians.

Similarly, this report says that among the martyred 558 are men, 62 are women and 20 are children while among the injured 1348 are men, 12 are women and 27 others are children.

Some other details about civilian losses are reported as following:

Five incidents of civilian losses were caused by children playing with the unexploded devices and internal skirmishes of the people; eighteen incidents were caused by unknown armed groups and IED blasts; 83 incidents have been caused in the savage night operations, blind drone strikes, indiscriminate mortar shelling and confrontation of foreign invaders and their internal mercenary forces with the civilian people.

On the basis of above analysis, 78.30% civilian losses are caused by the foreign invaders and the stooge Kabul regime forces, 16.98% of losses are caused by Mujahidin of the Islamic Emirate and other unknown armed groups while 4.71% civilian incidents are caused by children playing with unexploded devices and other internal skirmishes among masses.

Among Mujahidin, those who were found involved in these incidents were handed over to the judicial committee of the Islamic Emirate. Those found guilty have already been trialled, penalized and sacked from their posts. Similarly, sympathy and condolences have been shared with the bereaved families and compensation in the form of cash was given to the victims relatives including expenditure for treatment of the injured individuals.

A separate and independent organ has been established by the Leadership of Islamic Emirate which is fully autonomous in its surveys and investigations. It examines incidents of civilian losses and casualties caused by all sides, investigates them and records their numbers. This report is then sent to the executive organs of the Islamic Emirate and a copy is provided to media outlets on the regular basis.

A special ‘Modus Operandi’ has been prepared to organize the activities of this organ. Article 2 of this ‘Modus Operandi’ says:

(This Organ is bound by availing all its resources to make Mujahidin realize that according to Islamic Sharia, civilian losses and casualties are in no way acceptable or tolerable to the Leadership of the Islamic Emirate, therefore, every possible measure should be taken during Jihadi operations for its avoidance.)

This report by the above organ for the prevention of civilian losses and casualties explicitly shows that foreign invaders and their internal stooge forces play a major role in these incidents and the amount of civilian losses and casualties caused by them is many folds higher than the report published by UNAMA and some media outlets.

The issue of civilian losses and casualties should not be politicized. Whosoever is responsible for this felony should be held responsible accordingly. Instead of concealing the facts and deceiving the masses, the realities should be revealed and published as this is the only way to decrease and minimize the losses and casualties of our innocent and oppressed masses!!!

Kashmir: Psy-Ops through media serving State interests Handwara minor girl case

On 4 May 2016, Greater Kashmir carried a story by reporter Shabir Ibn Yousuf wherein Executive Engineer, R&B Division, Handwara is quoted as stating that the father of the Handwara minor girl, working as a coolie in the department, has been “suspended” due to his “unauthorized absence”. The immediate fall out of this story was some prominent MLA’s approaching the family to pressurize them to seek political favour and assistance. Further, on 4 May 2016 itself, Deputy Commissioner, Kupwara sought an explanation from the Executive Engineer for his actions taken with “malafide intentions” [Communication no.: DCK/PS/2016/(05)/706].

The Greater Kashmir story, based on available information and documents, appears to be false and motivated.

Today, JKCCS was able to access the communication sent by the Executive Engineer, R&B Division, Handwara in response to the explanation sought by the DC Kupwara, which states that the father of the minor girl has not been suspended. Further, the document states that Greater Kashmir has wrongly published the news regarding the suspension, but noted that the employee is not attending duties since 14 April 2016 due to “domestic problems” [Communication no.: 651-53]. Perusing the response of the Executive Engineer, the DC Kupwara has issued an order to Greater Kashmir on 4 May 2016, specifying that the story of suspension was false as was another story published by Greater Kashmir relating to the killings at Handwara [Communication no.: DCK/PS/2016/36/718-23]. The Editor has been asked to take action regarding these false reports and make necessary corrigendum on the front page of the paper.

Right from 12 April 2016 we have observed irresponsible statements and actions from various parties – whether the State or non-State, including the media. These irresponsible statements and stories have been made with no concern for the minor girl, her family or the fact that the case is being heard by the High Court. This has served the interests of the police and the army that have thus far caged the minor girl and spread rumors with the express intent of defaming the girl and her family.

The entire episode regarding the status of the employment/suspension of the father of the minor girl requires immediate and comprehensive investigations. Greater Kashmir, the reporter involved, and the officials of R&B department concerned with this matter must be investigated for their role that has resulted in confusion, and increased pressure and trauma for the family and allowed vested political interests access to the minor girl and their family. This reflects how armed forces, police and politicians use media for perpetrating injustice and use media for pys-ops against the victims of the State oppression.

For the further perusal of media, the order of the DC Kupwara to Greater Kashmir and the communication of the Executive Engineer R&B Handwara are annexed.

Army lays the blame on Jammu Kashmir Police (Handwara minor girl case)

Today, Union of India (UOI) and the army, through Major KS Suresh of 21 Rashtriya Rifles, submitted their reply to the petition filed on behalf of the family of the Handwara minor girl by her mother, the petitioner. The High Court petition, to be heard in the coming days by the Division Bench, accuses the Handwara police of holding the minor girl and family in unlawful police custody and seeks investigations against the army and police for their role in the creation and circulation of the video.

Major KS Suresh in the reply affidavit denies any army role in the detention of the minor girl, and states that the army was not involved in the creation of the video of the girl and “only released the video which was already existing on various social media”. Further, that “nothing has been done by the respondents with malice”. First, as seen in some other cases, the army ultimately passes on the blame to either the Jammu Kashmir government or the police and absolves itself of all responsibility. Second, it is only investigations that will ascertain the role of the army in the creation and circulation of the video and this is precisely what the minor girl and family have prayed for before the High Court. Third, the circulation of an unlawful recorded video would also warrant legal action. The army has admitted that they circulated the video and this admission should lead to legal action. Therefore, if not for the creation of the video – which needs to be investigated – the army must necessarily be held accountable for the circulation of this illegal video. Also, the army on one hand relies on the video for absolving itself from the accusation of molestation and at the same time seeks to distance itself from it. Finally, the record clearly reflects the “malice” with which the army and police have treated the minor girl. The very act of circulating a video of a minor girl within hours of her detention by the police, with no sensitivity to either the girl or the fact that the video itself is unlawful, is a clear demonstration of the intent of the army i.e. to defame the girl at all costs.

The case in the High Court was supposed to be listed within a week in the Division Bench, but due to non-availability of the judges and also the vacation of the Chief Justice, it is unclear when the case will be listed next, as it is only the Chief Justice, who can constitute the Division Bench.

Islamic Emirate: War crimes of foreign invaders and their internal mercenary forces (April 2016)

On Monday 4th April, an innocent civilian (name Yousuf) was martyred in his own house by local mercenary soldiers in ‘Sini’ village of ‘Shilgar’ district in ‘Ghazni’ province.

On Tuesday 4th April, The Afghan Islamic News Agency reported that one of the houses of commander ‘Marwat’ was raided by the Special Forces in ‘Yalgi’ village of ‘Matoon’ area of ‘Khost’ city, in which, two women were martyred and two other women and a man were injured. It is worth-mentioning that assassin ‘Marwat’ is the commander of those notorious militiamen in ‘Khost’ province which are known as ‘Campaign Forces’. This militia force is formed and funded by the brutal foreign invaders. The above incident was also confirmed by commander ‘Faize’, the general security chief of ‘Khost’ province.

On Thursday 7th April, nineteen civilian countrymen including local chieftains were targeted and relentlessly martyred in an indiscriminate drone strike of foreign invaders inside ‘Gomal’ district of ‘Paktika’ province. According to the local eye-witnesses, these people were travelling in three separate vehicles to solve a dispute between two local tribes when they became the victims of this savage attack.

On Thursday 7th April, a civilian transport vehicle was targeted in another indiscriminate drone strike of brutal foreign invaders near ‘Pachir’ market of ‘Pachir Agam’ district in ‘Nangarhar’ province, in which, a religious scholar Moulave Abdul Salam and Pir Qamar-u-Din were martyred on the spot and three other persons were seriously injured.

On Saturday 9th April, houses of local innocent people were raided by internal stooge soldiers in ‘Kata Khail’ area in the outskirts of central city of ‘Kunduz’ province, in which, numerous valuables from these houses were looted and ten ordinary villagers were taken away as prisoners by these mercenary forces.

On Tuesday 12th April, a school was hit by a mortar shell, randomly fired by the internal amateurish mercenary soldiers in ‘Basram’ area of ‘Mehtarlam’ city, the capital of ‘Laghman’ province, in which, two teachers were martyred on the spot and three persons were seriously injured.

On Tuesday 12th April, a local Mulla Imam (the one who leads congregational prayers) was brutally martyred and two ordinary civilians were incarcerated by the internal stooge special forces in ‘Sagi’ area of ‘Khakraze’ district in ‘Kandahar’ province.

On Wednesday 13th April, a civilian Toyota type vehicle (locally called Saracha) was stopped and checked by unrestrained local Arbaki militiamen in a check-post in ‘Qatar-Block’ area of ‘Imam Sahib’ district in ‘Kunduz’ province. When this vehicle left the check-post, these Arbakis militiamen opened indiscriminate fire on it, in which, two ordinary travelers were martyred and four others were badly wounded.

On Wednesday 13th April, sixteen innocent countrymen were detained and taken away as prisoners in the wake of a night raid of brutal foreign invaders collaborated by their internal mercenary forces inside ‘Haidar Abad’ area of ‘Grishk’ district in ‘Helmand’ province.

On Thursday 14th April, an ordinary civilian, named Abdul Ghani, was relentlessly martyred by local stooge soldiers near ‘Sink’ check-post in ‘Qalat’ city, the capital of ‘Zabul’ province.

On Thursday 14th April, ten ordinary countrymen were martyred and two others were incarcerated in the series of night operations of brutal foreign invaders with the collaboration of their internal mercenary forces in the outskirts of ‘Kharwar’ district in ‘Logar’ province. According to the local eye-witnesses, seven innocent civilian persons including women and children were first awakened inside their home by foreign invaders and their internal stooge soldiers, they indiscriminately opened fire on them, in which, all of them were brutally martyred. Similarly three persons of two other families were also martyred by these savage forces during these night operations.

On Saturday 16th April, a twelve year old boy, named Nasir Khan, was ruthlessly martyred by the local unrestrained Arbaki militiamen to avenge the killing of their commander in ‘Grani’ area of ‘Bala Buluk’ district in ‘Farah’ province.

On Sunday 17th April, the brutal foreign invaders raided civilian houses in ‘Viyani’ and ‘Landi Karaze’ areas of ‘Shah Wali Kot’ district in ‘Kandahar’ province, in which, transport vehicles of local people were burnt and two ordinary villagers were detained and taken away as prisoners.

On Wednesday 20th April, two women were martyred and six other women and children were injured in the indiscriminate heavy artillery shelling of internal mercenary forces on civilian houses in ‘Dasht-i-Archi’ district of ‘Kunduz’ province.

On Wednesday 20th April, four civilian houses were destroyed, in which, one innocent women and two children were martyred and three other women were seriously injured in the indiscriminate bombing and artillery shelling of internal amateurish mercenary forces in ‘Yamgan’ district of ‘Badakhshan’ province.

On Wednesday 20th April, an ordinary countryman was martyred and another one was injured in the random heavy shelling of internal stooge forces in ‘Nahr-i-Sofi’ area of ‘Chardara’ district in ‘Kunduz’ province.

On Wednesday 20th April, a ten-year-old boy was martyred in the random artillery shelling of local amateurish soldiers in ‘Jar Qala’ area of ‘Garziwan’ district in ‘Faryab’ province.

On Thursday 21st April, three innocent civilians of one family were martyred and a girl was injured in the night operations of wicked local soldiers inside ‘Noor’ village of ‘Sabari’ district in ‘Khost’ province. Similarly, eight other ordinary countrymen were incarcerated in these savage night operations of mercenary local forces. The local eye-witnesses told media outlets that first their houses were thoroughly searched out, then they were relentlessly beaten; some of them were martyred and some other taken away as prisoners. Mr. Agha Jan, the head of this district also confirmed this felony of the internal mercenary forces.

On Friday 22nd April, numerous valuables were looted from civilian houses by the unrestrained armed militiamen of notorious warlord ‘General Dostam’ in ‘Aqcha’ and ‘Mardian’ district of ‘Jozejan’ province. The innocent local people were relentlessly beaten up, in which, the arms of three boys were fractured. Similarly, five innocent countrymen were detained and taken away as prisoners.

On Sunday 24th April, a teacher, named Khiyali Marjan, was cruelly martyred by the notorious local Arbaki militiamen in ‘Misk Karaize’ school of ‘Said Karam’ district in ‘Paktia’ province.

On Friday 29th April, a white-bearded aged man of sixty years was ruthlessly martyred by the unrestrained local Arbaki militiamen in ‘Zabit’ village of ‘Gilan’ district in ‘Ghazni’ province.

On Saturday 30th April, ‘Umar Zawak’, the spokesman of ‘Helmand’ province told media outlets that two children were martyred in a mortar shelling, randomly fired by the internal mercenary in-security forces in the south of this province.
